DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

OBO is seeking a Management Analyst III who will gather and maintain metrics and data to measure the impact of OBO’s programs, as well as to assist in seeking funding for current and future programs. The ideal candidate will also provide guidance to optimize systems and evaluate program effectiveness. Excellent verbal and written communication skills, including grant writing experience, are highly preferred for this position. Responsibilities will include, but are not limited to, the following:
+ Act as liaison to assigned departments and/or agencies in handling logistical activities.
+ Assist with the allocation of financial resources for OBO’s business development programs.
+ Maintain, monitor, analyze, and prepare monthly and yearly reports to measure the impact of OBO’s programs and initiatives, ensuring each is relevant to OBO’s mission and goals.
+ Compile and interpret statistical and graphical data related to division or departmental operations and performance.
+ Provides alternative solutions to overcome program barriers, if found
+ Conducts surveys and research.
+ Identify funding sources and contribute to department’s grant writing efforts.
+ Performs other duties and special projects as requested.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.
EXPERIENCE REQUIREMENTS
Four years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required. Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement.
A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.
LICENSE REQUIREMENTS Yes
A valid Texas Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).
PREFERENCES
The ideal candidate should possess the following skillsets:
+ Candidates that have an established record of successfully analyzing programs, policies, and procedures.
+ Candidates that have experience with assisting project/program managers with the development of budgets and tracking metrics, as well as making recommendations for optimization.
+ Candidates with proven professional experience working collaboratively to execute programs/initiatives.
+ Candidates with experience in researching, securing and administering funding at the federal and local level.
+ Candidates with proven management experience
+ Candidates with excellent verbal and written communication skills, including grant writing.
