Management Analyst (Operations Manager), ADL (Open to FHWA Employees with Status)
Summary The position serves as Operations Manager, primarily providing support to the Director of Field Services North (DFS-North) and Director of Field Services South (DFS-South). The incumbent works in close conjunction with the assigned DFS offices and collaboratively with other DFS office staff, in the leadership of the Federal-aid field offices and serves as an advisor on program and policy issues that involve transportation, management and fiscal/budgetary matters. Responsibilities As an Operations Manager, you will: Develop and implement strategic initiatives and conduct evaluations that will identify and measure achievement of program goals, objectives, milestones and other initiatives. Develop methods of data collection and reporting to provide leadership with progress of agency activities and progress toward achieving agency goals and objectives.” Lead and/or serve on interagency task forces and special activities and efforts. Coordinate and analyze the DFS Dashboard as well as other information gathered to manage the Divisions. The ideal candidate for this Operations Manager position is someone with broad experience in delivering the Federal-aid program, a mastery of management and analysis skills; has excellent communication skills; is self-motivated and capable of overseeing multiple activities at one time. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in management analysis which includes qualitative and quantitative analytical techniques such as literature searches, work measurement, organizational design, business process analysis, information requirements analysis, development and administration of questionnaires, flowcharting of work procedures, graphing, and statistical analyses for the assessment and improvement of the program effectiveness to plan and conduct FHWA program reviews and evaluations. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in management analysis skills which includes qualitative and quantitative analytical techniques such as literature searches, work measurement, organizational design, business process analysis, information requirements analysis, development and administration of questionnaires, flowcharting of work procedures, graphing, and statistical analyses for the assessment and improvement of the program effectiveness to plan and conduct FHWA program reviews and evaluations. Experience advising on transportation related regulations, policies, and/or programs. Education Additional Information This announcement is being advertised under the FHWA's Alternative Duty Location (ADL) Program and can be filled in any one of the approved ADL locations listed on this announcement, as space allows for each location. It is possible to select a location that no longer has space available and, in that instance, the selecting office will not be able to move forward with placement. Given the nature of the ADL program, many locations are operating under desk share and a dedicated workspace is not always available. PLEASE NOTE: Salary will be adjusted in accordance with the locality pay for the specific area. Under this program, relocation assistance is not available to applicants residing in any one of the ADL locations advertised in this announcement. Relocation may be available for applicants located outside of the advertised duty locations. Employees who are not eligible for relocation because they reside in one of the advertised locations may apply for positions in other advertised duty locations; however, if selected, they must move themselves to the locations at their own expense.
