Management and Program Analyst
Summary This position serves as a Management and Program Analyst in the Oregon State Office, Medford District. Work assignments frequently stem from senior managers related to bureau and/or state/center priorities. Responsibilities As the Management and Program Analyst in this position, you will: Conduct studies of programs, functions, work processes, staffing levels, methods and procedures and other related criteria in order to clarify, appraise, refine or improve program operations and/or management practices at an operating level. Conduct staff interviews, and research records, reports, and functional statements. Review operating regulations and directives and other pertinent sources to gather, correlate, analyze, determine, and recommend appropriate actions. Advise management on a variety of opportunities and options to increase organizational effectiveness. Analyze and evaluate policies, procedures, guidelines, and administrative processes in order to resolve conventional problems and situations. Recommend changes that meet agency and bureau initiatives and program goals while ensuring compliance with current laws, regulations, and policy. Develop procedures and systems for assessing the effectiveness of programs and management processes in a land management environment. Work with management and program leads to ensure that information gathered is complete and technically accurate. Respond to management requests to analyze problems and issues. Develop and present issues to meet management needs. Recommend workable solutions and management actions that are based on sound management principles and are achievable in relation to agency and bureau policy and regulations. Establish relationships with outside interests/resources to identify and develop partnerships and/or alternative funding opportunities. Prepare detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with BLM goals and policies. Establish a system to review, control, and report on project status. Prepare directives, memoranda, policy statements and other written guidelines and recommendations. May analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Identify and develop data required for use in the management and direction of programs. May perform surveys to determine compliance with regulations, procedures, and sound management practices. Identify resources (staff, funding, equipment, facilities) required to support varied levels of program operations. Prepare reports, position papers and delivers briefings to management to explain findings and influence the acceptance of recommendations. Review audit and investigative reports, when necessary, to determine appropriate changes or corrective action required. Analyze budget projections assessing validity of assumptions and consistency of estimates. May assist with planning, coordinating and developing budget proposals Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. A. You must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Preparing recommendations to implement new procedures and/or process changes; (2) Reviewing and analyzing data to determine program effectiveness in attaining goals and/or to develop program measurement criteria; (3) Analyzing organizational policies and operating programs to determine the impact of changes on programs or work operations; (4) Preparing detailed action plans and schedules for long and short-range projects and (5) Reviewing budgetary reports to determine appropriate changes or corrective actions needed. OR B. Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business or public administration, management or industrial management, or other related fields. OR C. Have a combination of education and experience described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Physical Demands: No unusual physical exertion is required. Working Conditions: Work is performed in a typical office setting.
