Management and Program Analyst
Summary This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Administration, located in Washington, District of Columbia. Responsibilities - Analyzing and evaluating management practices and administrative operations within organizational units, identifying issues, challenges, and proposing solutions to improve efficiency and productivity. - Providing advice and guidance to management on various management services, including implementing reorganizations, improving employee performance, and developing new business methods. - Compiling data and preparing administrative status reports, reviewing internal processes and recommending improvements for efficiency. - Developing guidelines, instructions, and procedures for management requirements and providing support in travel policy areas, including training and communication with travel-related contacts. Requirements Conditions of Employment Qualifications Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Specialized Experience: GS-07: You must possess at least one year of specialized experience equivalent to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing three (3) of the four (4) duties listed below: Efficiently managing calendars, prioritize competing appointments, and resolve scheduling conflicts to ensure optimal use of executive time; Monitoring and managing correspondence, including drafting and reviewing documents for accuracy; Conducting research to gather relevant information and reference materials for Management; Communicating clearly and professionally with high-level executives and staff. OR one full year of graduate level education; OR meet the requirements under the superior academic achievement (S.A.A) provision; OR a combination of the required experience and education for this grade level. You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Specialized Experience: GS-09: Applicants must possess at least one-year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing three (3) of the four (4) duties listed below: Providing administrative support, including managing executive calendars, coordinating travel arrangements, and advising on document clearance procedures; Planning and conduct analytical studies, gather data, and make recommendations for enhancing organizational performance and operational efficiency; Developing tracking systems for resource requirements and supporting procedural guidance for staff; Collaboratively with team members and external stakeholders to achieve project objectives. OR two full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level. You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED. Specialized Experience: GS-11: Applicants must possess at least one-year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing three (3) of the four (4) duties listed below: Providing comprehensive support to senior leadership, including managing calendars, coordinating travel, and advising on administrative policies and procedures; Planning and conducting studies that identify organizational challenges, analyze data, and recommend actionable improvements to enhance program efficiency and effectiveness; Planning and implementing initiatives, coordinating cross-functional teams, and tracking project progress to align with organizational goals and priorities; Preparing clear and concise reports, facilitate meetings, and effectively communicate with diverse stakeholders to ensure successful project execution and collaboration. OR Ph.D. or equivalent doctoral degree, or, three full years of progressively higher-level graduate education leading to such a degree, or, LL.M. if in a related field; or a combination of both specialized experience and education. You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent.
