Management and Program Analyst
Summary This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Office of Modernization and System Liaison, Systems Liaison Division. As a Management and Program Analyst you will analyze, evaluate, and develop operational requirements, implement strategies and training programs for large scale passport issuance systems. Serve as a lead advisor, project manager, and liaison for the passport agencies, headquarters officials, passport agents and support contractors. Responsibilities Independently plan and conduct analyses of all aspects of passport operations, systems and applications, and processes. Provide consultation and expert advice in the determination of user and functional requirements for Passport Services automated systems, training programs, and business processes. Develop reporting mechanisms to provide comprehensive passport operating guidelines, business strategies, priorities, and requirements to meet evolving and unprecedented passport processes. Determine the content, structure and varying levels of complexity in passport operational processes necessary for training the Passport Services national workforce, comprised of government and contract passport automated systems users. Establish and maintain relationships between contract and government organizations and coordinate all program scheduling in systems training of Passport Services personnel. Requirements Conditions of Employment U.S. Citizenship is required. Incumbent will be subject to random drug testing. Must be able to obtain and maintain a Secret security clearance. Qualifications Applicants must meet all the required qualification requirements described below by 11:59 p.m. Eastern Time (ET) on the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per5CFR 300, Subpart F. MINIMUM QUALIFICATIONS: Applicants must have 1 year of specialized experience equivalent in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position at the grade level to which you are applying: GS-12 Specialized Experience: Must have at least one full-time year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL of the following duties: Conducting analyses of automated systems based on laws, regulations, and procedures that govern U.S. citizenship and passport issuance; Working on a team to identify problems and develop solutions to address the issues; Presenting data-driven information in order to win support for the Passport Services programs; and Assisting with training programs on technical topics and automated systems for agency staff. GS-13 Specialized Experience: Must have at least one full-time year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service (or comparable level of experience from outside the Federal service) performing ALL of the following duties: Conducting studies of an agencies operations in order to make operational improvements to programs and services; Identifying problems and developing solutions to address the issues; Presenting data-driven information in order to win support for the Passport Services programs; Coordinating training programs on technical topics and automated systems for agency staff and contractors; and Making recommendations for automated systems based on laws, regulations, and procedures that govern U.S. citizenship and passport issuance.
