Management and Program Analyst
Summary This position serves as a Management and Program Analyst located in the U.S. Department of Justice (DOJ), Office for Access to Justice (ATJ) in Washington, DC. The DOJ reestablished the ATJ as a standalone office in October 2021 to address the access-to-justice crisis in the criminal and civil justice system. The duties and responsibilities of a Management and Program Analyst generally include, but are not limited to, the following: 1. Designs and undertakes complex program and management assessments, initiatives, or data gathering efforts that will close gaps from current to desired future state where there are minimal existing structures, documents, resources, or frameworks. 2. Develops appropriate methods to gather or use existing quantitative and qualitative data to develop, implement, refine, and improve ATJ's priority initiatives, programs capabilities, and operational efficiencies. 3. Analyzes questions concerning policies or operational problems and formulates, recommends, directs, implements, and coordinates a variety of high priority and sensitive ATJ strategies, programs, policies, procedures, objectives, standards, reporting and accountability systems, and guidance. 4. Provides talking points, briefing materials, and background information for use by ATJ, other component and Department leadership on complex, controversial, or highly sensitive issues or in support of resource requirements. 5. Identifies and tracks key performance indicators to help evaluate program outcomes and effectiveness. Requirements Conditions of Employment Qualifications To qualify for the position of Management and Program Analyst at (GS-0343-14), you must possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level (GS-13), to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Specialized Experience: For the GS-14, you must have one year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal Service. Specialized Experience is defined as: 1) Implementing new programs to support initiatives or changes in legislation; 2) Translating complex issues, information, or data analyses into meaningful, easily understood communications; and 3) Advising leadership to support, justify, or defend recommendations including resource allocation and requests.
