Management and Program Analyst
Summary Serves as a Management and Program Analyst within the FAA, Air Traffic Organization, Western Service Center, Resource Management Group, Service Resource Support Team, AJV-W630. Responsibilities Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas - organizational planning and development, productivity, work improvement and work methods, delegation of authority, goals and objectives, business management, financial tracking and/or information management. Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under the organization's cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization. Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives. Reviews and analyzes draft regulations, manual chapters and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner. Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems, monitoring expenditures and developing quarterly/annual/interim reports as required. Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable. Qualifications To qualify for the FG-12, you must demonstrate in our application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-11 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience will include: experience managing the federal budgetary process, procedures, and regulations as they relate to an assigned organization. Experience with the use of financial tools, specifically Delphi, Regis, and/or other Oracle-based systems. Experience preparing financial reports using Tableau and /or Microsoft Access and Excel to create Filters, Queries, and Pivot Tables. Experience analyzing data, identifying programmatic issues, and advising management on trends and impacts. Applicants should include examples of specialized experience in their work history.
