Summary The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems. Responsibilities ”This position is assigned to the following organization within the PMO: Surveillance Services Directorate, AJM-4.” The Management and Program Analyst performs multiple and varying analytical assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Applies experience and advanced knowledge of analytical and evaluative methods and techniques for assessing programs and improving organizational effectiveness and efficiency. Uses quantitative and qualitative methods, principles and concepts to define the utility, basic tenets and guidelines for assisting in the preparation of the Master Integrated Program Schedule. Applies fact-finding, analytical and evaluative methods and techniques to define program requirements, identify problems and to assist in the development of program briefs and working papers. Uses knowledge of the Acquisition Management System policies and processes to supports senior specialists by tracking and analyzing acquisition packages, requests for proposals, bids, or quotations by checking documents for errors and ensuring that standard or special provisions comply with applicable policies and regulations. As an individual contributor, participates on acquisition strategy or source selection panels to determine if a written source selection plan is necessary and to document strategy. Provides market research data to senior management, identifies marketplace requirements to identify supply or service sources. Maintains automated tracking systems to assist with financial analysis and reporting to include analyzing budgets assigned to large-scale technical aviation programs and services to record, reconcile, validate and track data; idented discrepancies and conduct various analytical studies. Utilizes advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to assist in creating graphics and charts for inclusion in presentations to senior officials. Works with more experienced analysts in the planning, monitoring, and conducting small special projects, studies, and initiatives. Identifies and analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions. Although the incumbent uses considerable discretion when selecting approaches and recommending new approaches, established policies and procedures are available for most assignments. The incumbent assists as a contracting officer representative (COR) to provide advice and assistance on contracts for systems, services, and equipment with work assignments that span the acquisition lifecycle from initial planning through performance assessment. Conducts contract review activities including establishing schedules, evaluating progress, tasking vendors, assessing and resolving problems, and adjusting resource allocations. Contracts are typically internal and external, with regular contact within and external to the PMO to share information about the FAA and to explain the applications of policies and procedures. Provides guidance to junior analyst in the day-to-day operations. Resolves most problems and work issues without the assistance of a more experienced professional or manager and refers problems and work issues that require additional attention. The Team Manager periodically reviews work at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB's/SO's. Qualifications FV-H: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-10/11 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
