Summary About the Position: This position supports the mission of the J-8, Financial Operations Directorate and is located in Falls Church, Virginia, or San Antonio, Texas. Salary negotiation may be available for those candidates who are new to Federal service. Responsibilities Establish, direct, review, and approve all staff DHA program management policies. Ensure the appropriate interpretation and implementation of all directives and regulations regarding DHA program matters issued by higher authority. (30%) Serve as primary Defense Health Agency Financial Operations Division representative for preparation, negotiation, and conclusion of DHA Program management aspects of support agreements pursuant to Defense Health Agency. Initiate contact with counterparts, within and outside of the Defense Health Agency, to discuss requirements and reach agreement regarding the need for a new agreement or modification of existing agreements. Provide direct supervision to multiple subordinate civilian employees. Recommend process improvements in the operating and organizational effectiveness of DHA FOD. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: assisting with Status of Funds reports; aiding in the development of internal data collection systems; monitoring program support agreements; and implementing employee work plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Economics and Accounting Financial Management Leadership Education Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement.
