Summary About the Position: This position is located at U.S. Army Medical Command Headquarters, located at Fort Sam Houston, San Antonio, Texas. MEDCOM HQ's is located in beautiful and historic San Antonio and is within easy commuting distance of desirable neighborhoods and excellent school systems. San Antonio offers mild winters, low cost of living, and no personal state income tax. Responsibilities Administers the Support Agreements Program to implement DOD and governing intra/interservice support agreements to include diverse programs and components of Regional Medical Commands and various DOD Executive Agencies. Serve as a advisor for general matters related to training agreements, and some interagency agreements. Review, interpret, and communicate DOD and Army policies and regulations governing support agreements. Consults with and assists lead analyst as required. Primary guidance includes reimbursable policy, DOD Instruction 4000.19, DOD Financial Management Regulation, and Federal Acquisition Regulation. Reviews cost estimates and gathers performance feedback associated with established agreements; and with the lead analyst performs cyclic review of support agreement programs to ensure currency and compliance with regulation and policy. Reviews differences regarding support services to be received or supplied. Specialized Experience: One year of specialized experience which includes: analyzing the effectiveness of line program operations in meeting established goals and objectives; researching current guidance to ensure proper compliance of programs and operations; and advising on organizational structures, functions, and mission programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Organizational Awareness Problem Solving Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
