Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for a broad range of responsibilities concerned with directing, developing, analyzing, and performing functions associated with capability development. This includes planning, coordinating, and evaluating requirements and potential solutions to capability gaps. Responsibilities As a MANAGEMENT AND PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include: Conducts major organization studies and analyses that pertain to the Joint Force Development and Design (JFDD) implementation process, the joint capability integration and development system (JCIDS), and similar military activities/functions. Develops joint concept implementation and future force requirements plans that include measures for success and similar metrics Produces correspondence, decision / point / information papers, briefings, and memoranda on issues and programs in support of the branch missions Analyzes future capability development activities, and joint concept development, wargaming, and experimentation activities as they relate to CJCS priorities, as well as ongoing and planned joint force development efforts Conducts both short-term and long-term analyses in support of problem/issue resolution with a goal of increasing organizational effectiveness and efficiency Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Applies a wide range of qualitative and/or quantitative methods for planning, assessing, and improving the effectiveness of management and operational processes, functions, and systems; Develops capabilities for the future joint force utilizing the Joint Capabilities Development and Integration System (JCIDS) (including the Knowledge Management/Decision Support system), and Joint Staff command structure, missions, and programs; Applies project management and organizational design principles, practices, tools, and methodologies to provide management advisory services and support to the organization; Conducts complex analysis and identify and propose solutions to management problems, which are often characterized by their breadth, importance, and/or critical nature, and for which previous reviews and routine management techniques are either unavailable or not directly applicable Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
