MANAGEMENT AND PROGRAM ANALYST

The primary purpose of this position is to serve as the AMC Command level senior analyst; to provide Air Force Intelligence support and readiness expertise to operations/programs; to plan, organize and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of certain assigned major command programs. Responsibilities DUTY 1 - Serves as Command Project Officer. Analyzes, develops and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). DUTY 2 - Provides intelligence support and program readiness expertise to perform command functional duties. Manages all Unit Type Code (UTC) actions, documents planning and programming decisions, and actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. DUTY 3 - Support all other Intelligence Readiness related programs, such as the commander's Crisis Action Team (CAT) member. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of a wide range of principles, concepts, techniques, and methodology pertaining to mission operations, tactical airlift, tactical training, rescue, deployment, mobilization special operations, exercise, flying training systems both manned and unmanned, intelligence surveillance and reconnaissance (ISR), contingency or similar operations sufficient to perform independent assignments that are difficult and/or complex. Intensive knowledge of DoD and Air Force military structures missions, programs and organizational relationships, program goals and objectives, and assigned forces and associated intelligence resources to identify and satisfy intelligence program requirements. Also required is the knowledge of the various command entities involved in overall planning and execution of operations, evaluations, and intelligence. Further, skill in designing and conducting comprehensive studies, and developing solutions based on broad important and several command operational and contingency areas is required. Knowledge is required to plan, organize and develop studies or projects and to negotiate effectively with management and leadership to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concept and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Demonstrate at least craftsman-level knowledge and experience in military intelligence operations, preferably at the AF tactical unit level. 2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of critical plans and programs for participating in or conducting major operations such as mission operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, flying training systems both manned and unmanned, intelligence surveillance and reconnaissance (ISR), foreign military sales, contingency or similar operations. 3. Knowledge of Air Force command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluation the effectiveness of planning and execution of military operations and evaluations. 4. Skill in designing and conducting comprehensive studies; and preparing solutions to especially road, important, and severe military operational and contingency areas. 5. Ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and requires extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; maintain good working relationships. CONDITIONS OF EMPLOYMENT CONTINUED: 1.
