Area 3 - All current or former members of the Alaska National Guard PDCN: T5111P01 Selecting Supervisor: Nicholas Miller Responsibilities Develops Special Military Projects and modifications to Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters, and related operational and business procedures and processes. Analyzes, organizes a wide range of cooperative agreement management duties from pre-negotiation of cooperative agreement requirements and reimbursements, with applicable Directors/Program Managers, through inception to final approval, and administration through closeout. Plans, organizes, directs, controls and reviews complex long range (5 year agreement plan) Cooperative Agreements and related functions. Using analytical and evaluative methods and techniques, ensures state contracting operations, other required services, resources, and materials are acquired for new and existing cooperative agreement programs and often decides on different or unrelated processes and methods with conflicting data and with several possible courses of action to meet these required objectives. Manages and administers complex or sensitive cooperative agreement issues or problem areas independently that may arise and ensures regulatory and enforcement programs are administered to select appropriate evaluation, measurement, controls, audits, etc., are adhered to by Federal and state agencies. Coordinates with the state's Military Department Resource Manager and National Guard Bureau (NGB) Contracting regarding cooperative agreement support for the state National Guard (NG) mission, and its programs and objectives, by providing evaluation, planning and program analysis expertise to all aspects of the cooperative agreement program. Plans, develops, prepares and coordinates all aspects of support agreements, MOAs, and MOUs associated with Cooperative Agreements. Develops and negotiates types of positions for reimbursement and level of reimbursements with applicable State Program managers and others within the respective Department of Military Affairs, and in conjunction with the respective State Adjutant General or his representative, implements the Cooperative Agreement Consolidated Personnel Plan, if required and approved by the USPFO. Negotiates support agreements, collaborates with other ARNG, ANG units, and other Federal and non-Federal trading partners such as USAF, USN, USMC, USAR, USA (Active Duty), DIA, DLA, DARPA, GSA, GPO, USDA, NASA, DOE, USCG, and more Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of General Terms &Conditions (GT&C) and Construction Cooperative Agreements, and their related technical programs (examples include ARNG and ANG) Facilities Operations and Maintenance Programs, Security Guard Program, ChalleNGe and StarBase Youth Programs; Full-Time Dining Facility Operations, Aviation Training and Base Operations, Electronic Security Systems Operations and Maintenance, Sustainable Range Program and Telecommunications, Distance Learning, and the ARNG Professional Education Center (PEC) Operations; and ANG Combat Readiness Training Center (CRTC) Base Operating Support, Air Traffic Control Activities, Fire Protection, Natural and Cultural Resources Management, Family Readiness and Support Program; and Homeland Defense initiatives for the ARNG and ANG). Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings to NGB PARC and other NGB Directorate Staff personnel, Joint Force, and respective state managers to encourage understanding and acceptance (to ensure program compliance) of the Cooperative Agreements Program. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the grants management community. Inspects and reconciles Program Manager records during the quarterly Joint Review Program (JRP) and assigns corrective actions as needed. Reconciliation of both federal and state books is required due to the federal and state cost-sharing partnerships. Provides technical authority in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Responds to letters, memos, phone calls, e-mails, etc. with non-Federal recipient and Federal staff. Evaluates state mission effectiveness regarding the Cooperative Agreements Program. Develops and administers a system of internal reviews, evaluations, and checklists designed to ensure conformance with laws and regulations. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE is experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-12 - Must have at least 1-year specialized experience, education, or training equivalent to at least the next lower grade level, GS-11. Examples of specialized experience includes: Develops Special Military Projects and modifications to Cooperative Agreements, Grants, General Terms &Conditions (GT&C), FS Form 7600s, Memorandum of Understanding (MOUs), support agreements, and grant matters, and related operational and business procedures and processes. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Education Additional Information - If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or for AKANG funding category: JBER to Eielson or vice versa, T32 to T5 or vice versa), the nature of action will be Excepted Appointment (Indefinite). Therefore, if a Permanent technician is selected for an indefinite position as identified, they will be converted to an indefinite appointment and the losing unit is not required to reserve their home position. - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. - If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50.
