Management and Program Analyst (Senior Technical Advisor)
Summary Incumbent serves as the Senior Technical Advisor to the Director and/or a Division Manager in one of four functional areas of Flight Standards. Within this functional area to which this position reports, the incumbent serves as the recognized authority (subject matter expert) for the comprehensive overview of established and proposed policies and procedures related to Flight Standards organizational and administrative programs. Responsibilities Provides both technical and analytical direction to senior management on complex, critical, and sensitive organizational and program management issues in direct support of mission critical assignments throughout the organization. Develops and recommends solutions to current problems and anticipates problems across organizational lines and disciplines. He/she exercises independent judgment in all program areas. All but the most sensitive problems are independently resolved without referral to the highest-level management. Conducts complex and controversial program studies that result in authoritative recommendations to improve management and leadership policies and practices. Serves as consultant to senior and middle management, and front-line managers in all matters relating to the development and implementation of management tools needed to provide oversight to various programs. Provides advice, guidance, leadership, and direction to senior level management officials, division managers, and field offices on the development and implementation of sound policies, procedures, and processes. Serves as a coach or trusted counselor/mentor to employees throughout the organization upon request or as directed by management. Applies mutual learning core values necessary to produce results that include high performance, better relationships, and individual satisfaction. Formulates, defines, and develops focus of studies; conducts and oversees the conduct of studies; evaluates results and recommendations for sufficiency of data, acceptability of recommendations, and impact on current and proposed operations. Maintains a high level of awareness of current Flight Standards organizational and administrative programs to provide direction in the planning, oversight, and evaluation to administer and secure compliance with agency regulations, programs, standards and procedures. Oversees aviation safety program functions that require access to classified information and systems up to the secret level. Attends meetings with executive leadership on topics that are sensitive or contain classified information. Manages or has access to sensitive information in effort to provide aviation safety administration. Uses broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Work is considered technically authoritative and is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled. Contacts are primarily with officials at the field and national level. Occasional contact external to the agency may also occur. Performs additional duties as assigned. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications Specialized Experience: To qualify for this position at the FV-J level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: experience analyzing aviation safety programs to ensure compliance with federal and agency regulations, programs, procedures and safety standards governing air operations.
