MANAGEMENT INTEGRATION OFFICER
Summary About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), Management Integration Office (MIO). Responsibilities Management, oversight, and execution of lab business functions including program analysis; program and departmental budgeting; human resource management and manpower analysis; acquisition planning and execution; and centralized business services. Develop and monitor execution of lab budgets, oversee financial management, and conduct business analysis and trend forecasting. Extracts, analyzes, and formats data for the Director and Deputy Director, and recommends courses of action. Perform non-routine financial and manpower analyses of research programs, using information gathered or maintained in the available databases and from other non-standard information. Develop detailed fiscal and manpower profiles to meet information requests from higher authority. Conduct studies of mission, proposed reorganization and realignment, work processes, methods, and procedures. Recommend courses of action based on analysis and manpower requirements to improve the efficiency of the organization. Interpret and evaluate guidelines for application that are not systemically routine, i.e., studies historic variation in charges against current charges to set overhead rates. Provide supervisory and technical direction to approximately 20 permanent employees including budget analysts and technicians, management and program analysts, and management support specialists. Establish priorities and deadlines, explain work requirements, methods and procedures as needed. Recruit and integrate new employees, manage performance, and recommend necessary actions. Conduct studies of current and projected programs and functions to maximize the human, durable, and monetary resources of the Laboratory. Develop and monitor execution of lab budgets, oversee financial management, and conduct business analysis and trend forecasting. Additional Information The CERL Management Integration Office (MIO) Chief is responsible for the administrative, management, and resource activities for the Laboratory. The MIO Chief serves as the principal administrative advisor and assistant to the Director, Deputy Director, and other Senior Staff concerning staff direction, control, and coordination over financial and management programs.
