Summary The incumbent serves as the Deputy Director of the Data Platforms and Analytics (DPA) Division of the Office of Clinical Informatics (OCI). OCI is aligned under the Veterans Health Administration (VHA), Office of Health Informatics (OHI) Digital Health Office (DHO). DPA partners with the Office of Information and Technology to build out and administer modern platforms and programs for implementing enterprise data management. Responsibilities This announcement will close on 12/30/2024. The first 50 applications received will receive first consideration. Applications that are submitted after the initial cut-off number has been reached will not receive consideration unless otherwise requested by management Independently negotiates a highly complex organizational and technical environment to accomplish DPA and OCI goals; which includes supervising a highly technical staff, independently creating plans of action, identifying and resolving risks and issues, and negotiating plans and solutions, Provides functional and data leadership to the application development group and the enterprise including being conversant with and cognizant of the future direction of systems, how that direction will impact the enterprise, and how the future and current systems can be exploited for the benefit of the enterprise Utilizes knowledge of emerging technology to apply new solutions to system requirements and to plan advanced system projects and knowledge of database management related to integrating and maintaining databases from a wide variety of sources to geographically dispersed data processing activities (this includes in- depth knowledge of VA computer capabilities and limitations in order to develop specifications and formulate solutions to problems and data requirements.) Promotes technical innovation activities, identifying future technologies that could be used within these areas, analyzing those technologies for applicability within these areas, and developing reports for executive leadership documenting findings Serves on Interagency Data and Analytics Workgroup to direct policy and strategy under the Health Informatics Business Line, under the Health Executive Committee, under the Joint Executive Committee for VA-DoD governance. Utilizes strong analytical skills to complete fact gathering, organizing, and presentations inherent in requirements analysis, alternatives analysis, technical project proposals, project, plans, and overall program coordination Utilizes strong interpersonal skills to work and interact effectively with others; tact and the ability to obtain cooperation from colleagues, staff, management, subordinates, contractors, vendors, and individuals from other federal agencies in performing official duties Utilizes experience in written and oral communications with the goal of introducing, establishing and implementing data management tools, technology, and processes such as data warehouses and data analytical tools.. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS--14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. The SPFs for this position are: You may qualify based on your experience as described below: Experience leading teams performing data management for health care analytics using modern cloud-based systems, advanced access control and modern analytical pipelines. Expertise in implementing enterprise data management to include data governance, master data management, and metadata management. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Modern in-memory analytical pipelines, segment and solution architecture, master data management, solution design and development, and data governance application to component design and configuration.- Creating enterprise level platforms for electronic data sharing to make timely data available to people who need them to make informed decisions that rely on clinical informatics support.- Developing timely and efficient processes to facilitate data platform user access and improving user experience.- Creating data analytics and visualization capabilities for existing information systems.- Creating guidelines, building capacity and systems that uphold the confidentiality of patient information, reduced gender bias, and reduced incidence of stigma; through control of how identifying information is recorded, transferred, stored, and accessed.- Performing organizational analysis for key Federal programs or specific national projects; monitoring end user satisfaction.- Serving as a content expert in governmental data systems and management information tools/technology for delivery of management information.
