Management & Program Analyst
Summary The incumbent serves as a Management & Program Analyst (Clinical Telehealth) for the Atlanta VA Healthcare System and it's attached Community Based Outreach Clinics. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of the telehealth program and to provide program-specific information to program and facility leadership. Responsibilities Duties include, but may not be limited to the following: Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts. Leads meaningful and coordinated use of subject matter experts to support decision-making program functions to optimize the healthcare system and the tools that support the business. Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization. Applies statistical, machine learning, visualization, inferencing and other techniques to enable decision support ranging from the point of care to enterprise-wide population management with the goal of transforming practices and improving system health. Develop reports and information tools using a variety of methods and tools for program data collection and analysis. Supports the thorough analysis of a workflow to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools. Ensures the telehealth program operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system. Applies a true end-to-end process to evaluate workflows, identify issues, develop solutions based on best practice guidelines, and resolves and communicates changes to maintain and optimize processes. Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare. Develop and lead special project teams geared toward the improvement of Telehealth programming and processes. Analyzes and integrates program financial, technical, workload and patient enrollment information. Performs other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 grade level, and for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: FOR GS11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. This is the entry-level for this position; experience should reflect the ability to perform the following tasks under direct supervision and guidance. Examples of specialized experience would typically include, but are not limited to: Collecting data related to program efficiency, analyzing that data, and using the analysis to develop plans for improvement. Reviewing, updating, and creating program-specific regulations, standard operating procedures, and process guides. Assist program leadership in conducting special studies including developing reports, recommendations, and monitoring strategies. Communicate clearly and professionally with all levels of local AVAHCS leadership, community stakeholders, as well as outside regulatory agencies via oral, written, and demonstration/presentation methods and techniques. Develop and maintain processes for auditing program-specific work and workflow to determine accuracy and efficiency of work performed. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D., LL.M. (if relevant) or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Master's degree level. FOR GS12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. This is the full performance level for this position, and experience should reflect the ability to perform the following with little to no direct supervision. Examples of specialized experience would typically include, but are not limited to: Collecting data related to program efficiency, analyzing that data, and using the analysis to develop plans for improvement.
