Management & Program Analyst
Summary This position is located in the Office of the Comptroller, Bureau of the Comptroller and Global Financial Services (CGFS) Global Operations, Bureau of Administration (A/GO). The incumbent of this position serves as the integrated Project Manager and Transition Manager to transition the U.S. Department of State from E-Gov Travel Service 2 (ETS2) to the implementation of E-Gov Travel Service Next (ETSNext) and travel management center services. Responsibilities Provides advice and guidance to senior management concerning the operation, continual maintenance, and use of the program and systems, and capabilities available within the system. Recommends specific short- and long-range actions required to resolve such issues including the development or revision of A/GO and CGFS management policies. Gathers findings, prioritizes and makes recommendations for solutions or improvements that can be achieved and attained through ETSNext system enhancements or alternative uses of existing technology. Works with stakeholders to streamline travel policies and business processes. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing project management leadership, team oversight, and change management strategy for implementation of large-scale enterprise projects or programs. Experience setting program goals and objectives, tracking milestones and deliverables, identifying risks, and implementing risk mitigation plans to avoid schedule delays, cost overruns, or other barriers to success. Experience communicating complex issues, policies, and recommendations to a variety of internal and external stakeholders. Experience overseeing and advising on travel management programs, services, or systems. There is no substitute of education for specialized experience for the GS-15 position.
