The primary purpose of this position is: To serve as the Headquarter (HQ) United States Air Force Surgeon General's (USAF/SG) Publications and Workflow Manager Subject Matter Expert, with overall responsibilities to advise and recommend changes to HQ USAF/SG processes to Headquarters Air Force (HAF) Senior Leadership and the HAF staff. Responsibilities As Workflow Manager, has overall responsibility for the correspondence management and preparation within the HQ USAF/SG Office to include HQ USAF/SG staff, the AF Medical Support Agency (AFMSA) and the AF Medical Operations Agency (AFMOA). As Subject Matter Expert, ensures compliance with legal, regulatory, internal and external customer requirements for the office of the HQ USAF/SG. Monitor, track, measure, analyze and report compliance to DoS/SGE on a weekly basis. Provides advice and guidance on any new workflow tasking/tracking or records management system for the HAF ensuring such systems meets the requirements of the HAF. Reviews, analyze and evaluate HAF tasking and responses sent to and received from the Secretary of the Air Force (SecAF), Air Force Chief of Staff (CSAF), Defense Health Agency (DHA), HQ USAF/SG, DSG, DoS/SGE in order to determine if recommendations or responses to senior leadership are accurate, timely and appropriate for the tasking. Represents the DoS/SGE and workflow Management Division (SGE-W) with the entire HQ USAF/SG population, Air Staff (HAF), MAJCOM/SGs, FOAs (Field Operating Agencies), DRUs (Direct Reporting Unit) and with DoD executive staffs as applicable. Establishes, develop, and maintain effective working relationships with all Directorate/Secretariat Principals, their military assistants, executive officers, executive support staff, and MAJCOM/SG Staff in executing daily operations across the Air Force and HAF. Conduct Education and Training to include but not limited to HQ USAF/SG Action Officer, Publication, NewComers' Orientation, and TMT training to all personnel assigned HQ USAF/SG (active duty, reserve, guard, civilian, and contractors). Perform at a minimum monthly HQ USAF/SG Action Officer training on the proper use of workflow management tools and tracking systems (TMT). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing Knowledge of HAF, The Secretariat (SAF), AFMS, Health Affairs (HA), Defense Health Agency (DHA), Reserve, Guard and AFMS organizational structure. Knowledge of correspondence policies, principles and practices relative to an HQ level organization, such as Headquarters Operating Instructions (HOIs) which govern executive task management. Knowledge of executive correspondence management procedures to include writing styles, grammar, spelling, punctuation, and clarity to develop executive level correspondence/various documents. Knowledge of controlling, processing, recording and retiring documents/records. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of rules and guidelines in tasking, processing, performing quality control, and appropriate records and archiving of executive correspondence in suppo1t of Air Force senior leadership and across the entire HAF staff. 2. Excellent communication skills (written/verbal), facilitation, presentation and interpersonal skills; ability to meet and deal with customers using a high degree of professionalism. 3. Ability to plan, organize and direct the functions and staff of a small to large complex organization, ability to maintain good working relations that enhance teamwork. 4. Ability to recognize and analyze problems, conducts process research, summarize results, and provide appropriate recommendations. 5. Ability to use information systems, software programs (e.g., Microsoft), office automation tools and techniques to support office operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
