MANAGEMENT & PROGRAM ANALYST (DATA ANALYST)
Summary The Chief Strategy Office (CSO), Chief Data and Artificial Intelligence Office (CDAO), seeks a Management and Program Analyst/Data Analyst to provide support to the CDAO implementation of the DCSA Data, Analytics, and AI Strategy. The incumbent identifies, defines, analyzes, and provides recommendations for how information and data assets aid strategies and business operating models, optimizing data and information technology investment to achieve mission and business outcomes. Responsibilities Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. OR Citizens who reside or currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; City of Alexandria, VA; Virginia counties of Arlington, Stafford, Prince William, and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Salaries by location: Quantico, VA/Fort Meade, MD : $120,579 - 156,755; Boyers, Pa: $108,957 - $141,646 As a MANAGEMENT AND PROGRAM ANALYST (DATA ANALYST) you will maximize business value derived from data and analytics by: Overseeing the enterprise information and data architecture (EIA) program, framework, and associated activities. Identifying, defining, analyzing, and providing recommendations for how information and data assets aid strategies and business operating models. Cultivating value creation using the organization's information and data assets, aiding through data exploitation, envisioning data-enabled strategies, as well as enabling all forms of business outcomes through analytics, data and analytics governance, and enterprise information management (EIM) and enterprise data management (EDM) policy. Enabling effective data and analytics governance. Assisting data and analytics leaders, and business and IT leadership in developing information governance processes and structures. Providing recommendations for roles that interact with data and information assets. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS-GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience within one of the following functional and data technology areas: data modeling, data security and obfuscation, data quality, data integration, data storage, master data management, enterprise metadata management, data marts (physical and virtual), and enterprise content management; Utilization of problem analysis, structured analysis and design, and programming techniques; Experience with systems integration patterns, including interface design specifications, and familiarity with web-oriented architecture techniques; experience using non-linear, and other iterative techniques, such as design thinking, lean, and SAFe Agile to create innovative solutions to solve problems and implement solutions; experience in developing presentations for reports and briefings, describing analyses and provides recommendations to stakeholders at various levels of the organization, including executive level governance and the Agency Director. Specifically you will be evaluated on the following competencies: 1. Business Analysis - Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning and policy development. 2. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 3. Qualitative/Quantitative Analysis - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
