Management & Program Analyst - Temporary Promotion/Detail NTE 120 Days
Summary This position serves as the Staff Assistant to the Deputy Associate Director for Nursing and Patient Care Services, providing administrative and analytical support. This position reports to the Deputy Associate Director for Nursing and Patient Care Services. Responsibilities Major duties for this position may include (but are not limited to): Assists senior management in planning, organizing, evaluating, advising, and coordinating administrative activities. Advises top management on matters impacted by programmatic/policy changes. Advises and formulates policies and procedures, adapting existing policies and procedures and/or formulating new policies and procedures. Assists with resource allocation decisions to include FTE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, etc. Perofrms in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploration of alternative methods of funding to insure that program objectives are met. Makes recommendations to top management based on data analysis and findings. Assists senior management in preparation of a variety of daily, weekly, monthly, and annual reports. Regularly prepares Issue Briefs which are designed to inform the VISN and VACO of significant issues/events. Participates and represents senior management on Medical Center committees and workgroups and in meetings that support the hospital mission. Carries out a variety of special assignments that are diverse issues and frequently have short deadlines. Develops major organizational proposals that involve extensive analysis prior to recommending significant changes inworkforce distribution, positions, and/or functional responsibility. Analyzes management techniques, processes, and styles for improving organizational effectiveness. Analyzes individual programs, functions, and organizations at the local and when requested, VISN level to determine whether management systems ain current use efficiently accomplish objectives and whether they provide controls necessary for sound management. Assists the executive management Team and Office of Quality Management (QM) in reviewing and defining performance expectations and accomplishments to ensure adherence to VA and non-VA requirements. Ensures documentation and follow-up of continuous improvement efforts. Coordinates with QM and performs work related to developing and monitoring quality programs, plans, procedures, and methodologies, and/or analyzing quality initiatives and processes. He/she analyzes a wide range of processes with long-term goals and results, making use of basic and advanced quality tools to accomplish anlysis. Trains and uses facilitation skills to perform quality tools and techniques. Provides guidance and facilitation skills to quality action teams and to managers. Performs other related duties as assigned. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possess knowledge of the mission, goals, organization, and programs of VA healthcare services and delivery systems. Experience developing, implementing and assessing financial and workload information for a complex hospital system. Experience utilizing knowledge of healthcare policy and administration to generate and apply new concepts in planning, conducting and evaluating short and long-range studies. Experience participating in and managing projects aimed at process improvement. Experience utilizing a wide range of qualitative and quantitative program evaluative methods for conducting cost benefit and make/buy analyses. Experience negotiating with top management and VAMC service chiefs to accept and implement recommendations derived from analysis and evaluation of data. Experience communicating in writing, orally, and via presentation tools at an executive level.
