Summary This position is for a MANAGEMENT SUPPORT SPECIALIST (INDEF) (TITLE 32), PD D2401000 and is part of the 151 FSS at ROLAND R. WRIGHT, located in Salt Lake City, UT, with the Utah Air National Guard. This vacancy priority is those who are current military members of the Utah Air National Guard. Responsibilities Major Duties: This is not an all-inclusive list As a MANAGEMENT SUPPORT SPECIALIST (INDEF) (TITLE 32), GS-0301-9, you will: Plans, organizes, and oversees the full complement of activities within the Group Commander's Support Staff (CSS). Manages personnel, unit training and administrative programs management as well as continuous improvement initiatives within the CSS. Oversees Group programs to facilitate the Group and squadron commander's vision. Responsible for the development of internal policies and procedures governing administration of CSS programs to include officer/enlisted promotions and demotions to include the reserve service commitments, inbound assignments/in processing, officer/enlisted performance reports, awards and decorations, reassignments (voluntary/involuntary), separations (voluntary/involuntary/officer resignations), retirements to include high year of tenure/mandatory separation date extensions, conditional releases, and inter- and intra-service transfers assignments for officer and enlisted personnel, Defense Travel System (DTS), Unit Drug Demand Reductions Program, Fit to Fight Program, Unit Security Program, Unit Self Inspection Program, Unit Health Program, and Publications, and Forms Program utilizing AFRIMS and all By-Law Programs. Manages administrative discharge and separation actions. Manages and provides guidance and technical expertise of various special programs to include Line of Duty, civilian appraisals and civilian timecards. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Plans, organizes and executes all Group information management and personnel activities. Manages training programs for administration (3A1X1) and personnel (3S0X1) in accordance with established command guidelines. Conducts on-the-job training (OJT). Serves as the Group point of contact and liaison with the servicing Force Support Squadron on personnel and manpower actions. Manages personnel resource requirements. Prepares and delivers presentations such as briefings, training sessions, and consultations with serviced Commander(s), other staff agencies and functional areas to secure cooperation, resolve controversial matters and convey information. Participates in special studies and projects relating to planning, coordinating, and analyzing the effectiveness/efficiency of the Group CSS in meeting Air Force Administration program goals. Develops CSS consolidated resource plan for staff support to include budget, equipment, computers, supplies and required services. Exercises limited supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Requirements Conditions of Employment Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Rank: Enlisted Compatible Military Assignments: 3F5X1, 3F0X1 National Guard Membership is required. Must be able to obtain and maintain SECRET security clearance. Males born after 31 December 1959 must be registered for Selective Service. May be required to successfully complete a probationary period. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. Participation in direct deposit is mandatory. Medical screening will be completed upon selection for hire. Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP). This position is covered by the Domestic Violence Misdemeanor Amendment(30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Potential for Incentive Pay. This position is eligible to be in the union. Qualifications *Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position. **Must include beginning and ending dates of employment stated as MM/YYYY; and total hours worked per week in order to determine part time vs. full time credit. Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. Specialized Experience GS9: 1 year specialized experience equivalent to GS-0301-7 (Must submit SF 50 to validate response. OR Must have: In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers. Knowledge of the mission and unit in addition to established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. Sufficient knowledge of administrative processes, procedures, automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data. Skill in applying the facts, investigative techniques and ability to analyze data/products to determine adequacy of programs and/or deficiencies thereof. Understanding of the civilian personnel guidelines and master labor agreement in sufficient detail to collaborate with specialists from the servicing Civilian Personnel Office (CPO) and/or officials from employee bargaining unit is required to address staffing problems. Good knowledge and control of the English language and have ability to communicate orally in order to conduct briefings, give instructions, and resolve disputes. Ability to write with clarity.
