Job Description

Plans, directs, and monitors operations of the Clinical Trial Finance Office. Oversees the thorough review of complex research trials and other research documentation for budgeting and billing according to federal, regulatory, and institutional requirements. Participates in short- and long-term strategic planning activities, initiates new strategies, and implements plans to achieve goals. Develops and improves relationships with internal clients, stakeholders, CROs, and sponsors. Functions as the primary stakeholder in finance-related activities across the health system.

ResponsibilitiesGuide and oversee the development, negotiation, and implementation of comprehensive research budgets and contracts.Oversee the development of Medicare Coverage Analysis and research billing grids.Identify and designate study-related clinical services.Develop and implement pricing models and establish payment terms with sponsors.Lead contract and agreement discussions and execution in collaboration with the Office of Research Contract Services.Attend Contract, Utilization, Regulatory & Budget (CURB) meetings to update negotiation status and risks to deliverables and site activation timelines.Provide expertise and develop, implement, update, and use the financial and billing components of the Center’s clinical trial management system.Oversee invoicing and reconciliation of payments from study sponsors.Review trends in revenue and expenses and forecast financial impacts of clinical research activities.Review account balance discrepancies between sponsors and the Cancer Institute.Initiate and manage financial close-out of completed trials.Develop, establish, and manage procedures and timelines for paying stipends to research subjects for their study participation.Collaborate with grants managers on submitting required research financial reporting to government agencies and sponsors.Direct human resource activities of direct reports and oversee and support management staff in managing indirect reports.Essential SkillsContracts managementClinical trial budgetsVendor managementClinical researchInvoicingExperience overseeing a Clinical Trial Finance OfficeAdditional Skills & QualificationsBachelor’s Degree in Finance, Accounting, Business, Nursing, or a related field required.Master’s Degree in business administration or healthcare administration highly desired.Five (5) years of financial management experience required.Considerable experience in clinical research finance administration with knowledge of clinical research fiscal regulations, guidelines, and compliance issues required.Ten or more years of relevant experience preferred.Experience with the CTMS preferred.Accounting skillsDetail-orientedExcellent organizational skillsAdvanced proficiency in computer applications (Word, Excel)Excellent communication and interpersonal skillsResourceful and able to maximize resourcesWork Environment

The primary purpose of the Manager, Budget and Reimbursement is to maintain an in-depth understanding of the business drivers and organizational strategic directions pertaining to clinical research. This role involves offering innovative solutions to streamline processes involving the financial management of clinical trials. The Manager works closely with research and finance leadership to achieve financial performance goals and long-term growth objectives. Collaboration with other departments is essential to ensure compliance with sponsor regulations, streamline workflows, and improve processes, all while maintaining an atmosphere that fosters the research mission of the organization.

Pay and Benefits

The pay range for this position is $62.50 - $67.30/hr.
