Position Summary Information
General Summary
TheManager, Construction Program Managementserves as theprincipal aide or advisor to the Division Manager of Pipeline Construction. This position supervises staff, is responsible for planning, directing, and coordinating the water main replacement, sewer lateral and main rehabilitation, cathodic protection, and utility-side service line material verification and replacement associated with the reconstruction programs.
Essential Functions
+ Assists Pipeline Construction Division Manager in overseeing construction management of WSSC Water contracted work for construction, repair, or replacement of water and wastewater pipelines, tunnels, structures, connections, and other appurtenances including related paving and landscaping restoration work
+ Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
+ Plans programs and implements construction processes
+ Serves as “Fee Lead” for Pipeline Construction Division
+ Assists Pipeline Construction Division Manager in annual preparation, justification, and administration of a large capital and operating budget
+ Establishes policies and procedures to ensure overall division efficiency under federal, state, and Commission guidelines
+ Prepares or monitors program schedules, metrics, and budget
+ Works collaboratively with the Communications and Community Engagement Office to address community and media concerns regarding ongoing major projects
+ Conducts post-project review to document lessons learned and provide guidance for future implementation work
+ Participates in ad-hoc committees related to major projects
+ Reviews and approves monthly and final payments for consultants
+ Keeps abreast of technological advancements and recommends improvements to systems design, specifications, engineering proposals, waterworks and sewage construction
+ Oversees updates on the general conditions and standard specifications for all WSSC Water underground infrastructure asset construction contracts
+ Coordinates efforts internally within the WSSC Water organization and externally with state, county, municipal, and local agencies, as well as officials and the general public
+ Oversees preparation of contractor performance evaluations and assumes documentation of issues related to contractor responsibility
+ Reviews and approves current estimates, final estimates, final payments, and change orders for payment on construction projects
+ Reviews and approves change orders and time extensions within limits of delegated authority
+ Prepares technical engineering and/or complex oral and written administrative reports
+ Reviews and approves field changes to engineering drawings and specifications to resolve constructability issues during construction
+ Reviews and approves contractor-proposed substitution of materials, articles, and methods
+ Prepares draft final decisions of the engineer
+ Directs and/or supports execution of WSSC Water Strategic Priority Initiatives (critical objectives)
+ Serves on behalf of the Pipeline Construction Division Manager and other division members as needed
+ Drives a vehicle to conduct WSSC Water business
Other Functions
+ Assists with the bidding process for construction contracts by preparing bid-ready contract packages, working with the procurement office
+ Solicits bids and prepares scope of work for all expedited projects received from utility services, development services, and engineering & environmental services division
+ Coordinates work that will be completed with various Divisions within WSSC Water such as regulatory services with on-site issues related to connection work, utility services, office of supplier diversity & inclusion ( OSDI ), and others
+ Meets with new contractors to determine if they meet the experience and resources requirements to successfully perform non-bid pipeline construction work
+ Monitors and tracks performance of all contractors and ensures debarment procedures are followed when required
+ Receives, reviews, and approves/processes submittals, closed circuit Television Videos and associated reports from contractor
+ Trains or provides training for project managers and administrative contract manager
+ Ensures that all training classes are tracked and certifications are kept current
+ Attends community outreach meetings, ensures public service is maintained and complaints are addressed on all projects
+ Performs related duties as required
Work Environment And Physical Demands
+ Work location is generally split between the office and the field
+ Will be exposed to seasonal fluctuation in temperatures
+ Required to enter confined spaces (large diameter pipes, manholes, vaults, etc.) which could expose you to loud noises, fumes, odors, dust, and poor ventilation that would require the use of appropriate personal protective equipment to mitigate these conditions
+ Must be able to lift objects that weigh up to 30 lbs
+ Work varies with task assignments and location
+ On 24-hour call to work nights/weekends as warranted
Required Knowledge, Skills, And Abilities
+ Comprehensive knowledge of the principles and practices of construction engineering and management
+ Comprehensive knowledge of water/wastewater distribution system planning, design and construction
+ Advanced knowledge of contract administration practices and principles related to procurement and management of construction contracts
+ Superior ability to establish and maintain a positive customer service attitude and effective working relationships with internal and external customers
+ Strong two-way communication skills, including the ability to listen, articulate and facilitate
+ Ability to communicate needs and services, resolve conflicts, set priorities, and achieve desired results
+ Ability to utilize office automation software (word processing, spreadsheets, graphics, and presentation software) to craft memos, reports, presentations and tracking systems
+ Requires frequent independent judgment and decision-making where errors may have severe consequences in terms of safety and regulatory compliance
Minimum Education, Experience Requirements
+ Bachelor’s degree in civil engineering, construction management, or related discipline
+ 6+ years of construction contracts experience
+ 2+ years of supervisory experience
OR
+ High School diploma or equivalent
+ 10+ years of construction contracts experience
+ 2+ years of supervisory experience
Additional Requirements
+ Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
+ Registration as a Professional Engineer in Maryland
+ Certification as a Project Management Professional by the Project Management Institute ( PMI )
+ Certification as a Construction Manager by the Construction Management Association of America ( CMAA )
+ Master’s degree in engineering, business, or related discipline
Salary$131,858 - $224,515
