The Land and Air Defense Systems (LADS) Strategic Business Unit (SBU) has an exciting opportunity for a Manager, Contracts within the Global Patriot program area.  This role will support the NATO Supply and Procurement Agency (NSPA) Guided Enhanced Missile - Tactile (GEM-T) New Build Program, which is a ~$4B Direct Commercial Sale (DCS) contract with NSPA for the production of GEM-T Missile Rounds (MRs), spares, and test equipment through COMLOG as the Prime Contractor.  COMLOG is a joint venture between Raytheon and MBDA Germany focused on Patriot Missile maintenance activities, as well as new build GEM-T missile round integration for the NSPA customer, representing multiple European NATO nations by procuring and maintaining Patriot missiles of previous and current configurations. Raytheon is a subcontractor to the prime contractor, COMLOG. 

In this role, you will be responsible for customer communication, contract management, change management, coordination of invoicing, fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. You will need to utilize regular application of thorough business acumen and subject matter expertise to understand program performance requirements, provide guidance, and influence results in support of program and financial objectives. Additionally, the Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio.

The successful candidate will work with both internal and external customers to ensure programs' performance, provide guidance, and influence outcomes to achieve desired results.  The successful candidate must have a track record of success in DCS contracting including terms and conditions, contract execution, milestone payment plans and with a excellent financial background.

The successful candidate will be expected to have the prerequisite skills and experience to represent Raytheon independently on significant transactions while having ability to develop and maintain trusting relationships with complex customers.

What You Will Do:

Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions.Implement strategies to improve acquisition timelines and customer pace of contractual actions.Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking creative contracting techniques, and proactively collaborating with relevant stakeholders.Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards.Some international travel will be required to meet with the customer.

Qualifications You Must Have:

Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years' experienceExperience in DCS (Direct Commercial Sales) contracting and / or international contracts managementContracts Lead or direct engagement with external customersExperience in compliance with Global Trade requirements such as RGEMS, ITAR/EAR regulations, technology releasability under Technical Assistance Agreements (TAA), and/or Manufacturing Licensing Agreements (MLA) or other closely related compliance experienceThe ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
