The Power and Controls Strategic Business Unit has an exciting opportunity for an experienced Manager, Contracts to join our Ground Support Equipment (GSE) team.  GSE is a fast- paced environment that provides test equipment solutions for both commercial and military platforms. 

The successful candidate will represent Collins independently on various types of contractual transactions, and have the ability to work with both internal and external customers to ensure timely  support of proposal submission through the contracts life cycle which includes but is not limited to negotiation, problem resolution, contract formation,  contract execution, risk mitigation, legal and export compliance, audit support, management of milestones/performance-based payments, representations and certifications, and accounts receivables.

What You Will Do

Ensure compliance to company policies and procedures.Manage both transactional and large proposals including drafting proposal letters, review and approval, submittal to customer, and negotiations.Manage FAR 12, FAR 15, Foreign Military Sales, and interdivisional proposals and awards.Review terms and conditions and contractual requirements including Federal Acquisition Requirements. Generate corresponding compliance positions.Responsible for contact/purchase order review, contact/purchase order modifications and flowdown.Responsible for compliance with export requirements and end use certificates.Responsible to complete required representations and certifications.Generation of Software License Agreements and Bailment Agreements.Support the compliance to Intellectual Property protection and data rights and facilitates coordination with Legal.Meet and Report on monthly metrics.Maintain contractual records and auditable artifacts.Support process improvement initiatives.Data collection and reporting of key compliance requirements.Mitigate risks and identify opportunities throughout the contract life cycle.Advise integrated program teams of contractual rights and obligations.Build strong trust relationships with both internal and external customers.

What You Will Learn

Learn how to manage the entire proposal process, including drafting, reviewing, and negotiating large proposals, enhancing your writing and analytical skills.Develop expertise in reviewing terms and conditions, understanding contractual obligations, and generating compliance positions, which will sharpen your attention to detail.Identify potential risks throughout the contract lifecycle and develop strategies to mitigate them, enhancing your problem-solving abilities.

Qualifications You Must Have

Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience ​U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract ​

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
