Manager, Core Services (Biorepository)
The Program for Personalized and Genomic Medicine and Institute for Clinical and Translational Research is seeking a Manager for the University of Maryland Biorepository. The Core Services Manager of the UM Biorepository will lead the strategic and operational management of the facility, which supports large-scale studies in genomics and 'omics' science. This position involves ensuring high standards in the processing, storage, and distribution of biospecimens and managing the integration of data from electronic health records and study-specific data collection. The Core Manager will actively solicit new users of UM Biorepository services and enhance the capability of the repository to support multidisciplinary research impacting a broad range of health issues.

Primary Duties:Manages the daily operations of the UM Biorepository, a core service unit dedicated to supporting a wide range of research, including basic, translational, population, and clinical studies in genomics and 'omics' sciences, which is intended to provide shared comprehensive support to other units. A Core Service Unit or Shared Services Unit provides researchers with centralized access to specialized services, instrumentation, and area-specific expertise to support basic, translational, population, and clinical research. Services are typically delivered on a fee-for-service basis. Coordinates the daily activities, staff functions, and budget issues for an administrative unit.Sets goals and creates tactics to achieve program objectives. Hires and trains staff as needed. Develops, implements, and maintains policies and procedures to assure cohesiveness and effectiveness.Plans data management and communications strategy for core program. Works with senior management in developing core program goals and milestones. Integrates biorepository operations with electronic health records (EHR) and other data collection systems to support multidisciplinary genomic research.Serves as an ambassador to actively solicit new users of UM Biorepository services.Plans and coordinates daily activities of a core services program including monitoring relationships of outside agencies or subcontractors.Supervises, trains, schedules, and evaluates professional and clerical staff. Review staff competencies to ensure quality standards are maintained.Maintains functional efficiency and productivity by developing, implementing, and coordinating policies and standard operating procedures.Ensures compliance with licensing, accrediting, and regulatory agency requirements. Develops, analyzes, and maintains compliance and quality assurance for the core service program.Coordinates and assists in training programs for employees, volunteers, and/or the community.Performs administrative duties involving preparing quotes, invoicing for provided core services, cost analysis, data validation, and budgetary tracking.Coordinates collaborations with internal and external investigators to ensure compliance with Internal Review Board policies and good laboratory practices.Performs other duties as assigned.

Education: Bachelor's degree in field and/or related field. PhD or Master’s degree in Biology, Biochemistry, Genetics, Molecular Biology, or a related field preferred.

Experience: Five (5) years spent progressively building a background in a particular functional area.

Supervisory Experience: Two (2) years of direct management experience.

Certification/Licensure: N/A.

Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

Skill in effective use of applicable technology/systems including iLabs, Microsoft Office Suite, REDCap, OpenSpecimen, and Hamilton BiOS -80 freezer and software. Working knowledge of OpenSpecimen to manage biospecimen data, ensuring accuracy, compliance, and effective integration with other software platforms. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management. Ability to demonstrate, understand, apply, and adhere to the UMB Core Values of Respect and Integrity, Well-being and Sustainability, Equity and Justice, and Innovation and Discovery.

Hiring Range: $140,000 - $156,000, commensurate with education and experience.
