Manager, Emergency Preparedness
Overview Physicians Surgical Hospitals deliver quality care to the Texas Panhandle from two surgical centers, Panhandle Surgical Hospital and Quail Creek Surgical Hospital; one physical therapy center, Quail Creek Physical Therapy; and a state-of-the-art diagnostic imaging center, Advanced Imaging Center of Amarillo. In 2007, Quail Creek Surgical Hospital and Panhandle Surgical Hospital merged to form Physicians Surgical Hospitals. As the Amarillo area grew, Physicians Surgical Hospitals grew as well. In June 2018, Quail Creek Physical Therapy became the next Physicians Surgical Hospitals facility. This acquisition allowed patients to continue their individualized treatment plan after surgery. In February 2020, Physicians Surgical Hospitals brought Advanced Imaging Center of Amarillo into the fold. POSITION SUMMARY The Manager, Emergency Preparedness is an Emergency Management Specialist experienced in healthcare emergency management. Alongside the Security Director, the Manager oversees the day to day operations of Emergency Preparedness. The Manager of Emergency Preparedness has responsibilities including, but not limited to, maintaining and monitoring various emergency management reporting systems, such as: EM Resource and VEOCI communication, as well as communicating with RAC officials, submitting RAC requests, conducting HVA/SVA and producing subsequent reports, Security & Emergency Preparedness policies and plans, Emergency Preparedness inventory/catalog and equipment, and heads Emergency Preparedness committee meetings. The Manager of Emergency Preparedness is a HERT leader and trainer who coordinates all drills and exercises for BSA, is responsible for setting up and maintaining the command center when needed. The Emergency Preparedness Manager also has responsibilities including, but not limited to, budget and performance improvement activities and other duties as directed by the Security Director. Responsibilities SECURITY Establish and implement short and long range organizational goals, objectives, strategic plans, policies, standards and operating procedures; monitors and evaluates effectiveness, and effects changes required for improvement that will ensure the highest level of security for staff and assets and the lowest risk of loss and liability to the organization. Manage and monitor the emergency preparedness department budget and annual long-range improvement. Monitor security conditions and conduct ongoing analysis of data received from both external and internal sources, and will advise Administration on appropriate risk mitigation strategies. Assist in the development of a security training strategy for the organization and ensures appropriate steps are taken to maintain compliance. Participates in various hospital-wide security related committees, councils and process improvement teams, acting in a leadership or advisory capacity. Provide guidance regarding “best practice” security standards, solutions and guidance to maintain a secure environment for the protection of patients, visitors, staff, and property. EMERGENCY PREPAREDNESS Assume leadership role and oversight of emergency preparations and coordinating efforts with departments and participating agencies. Serve as information resource and proactive guide, as requested, on the development, testing, and update of hospital campus disaster preparedness and emergency management planning strategy. Serve as Head of Emergency Management Committee and will be actively involved to ensure we are identifying and meeting best practices toward an objective of identifying and encouraging collaboration and coordination of activities among departments. Serve as a central repository of Emergency Management and Disaster Preparedness Plans, Procedures, and Standards. Maintain a comprehensive knowledge of BSA plans, procedures, and contact resources. Maintain a master calendar of tests and other emergency management events. Coordinate regularly with key members to discuss/present reports on the status of planning efforts hospital-wide and /or results of testing and evaluation of plans and exercises. Maintain a consistent level of proactive threat intelligence, analyzing information in order to provide solutions in emergency events. Qualifications Education & Experience: Two years Associate Degree Preferred or 3-5 years’ experience in Security/Emergency Preparedness Two years access/control operating experience – Preferred Previous emergency management experience 2 - 3 years of supervisor experience Must be able to obtain: IS 100, 200, 700 & 800, 906, 907, 240.B, 18, 19, 20, 21, E 300 & 400 FEMA Certifications, Must have completed the BSA MTS Hiring Course. For insurance purposes, must have a clean driving record and be at least 21 years of age Knowledge, Skills & Abilities: Demonstrates leadership and management skills in a healthcare environment Position requires fluency in English language to function in job environment appropriately Must exhibit desire to exemplify the BSA culture, including the BSA Mission, Vision and the BSA Way Good interpersonal and customer service skills Good organizational and follow-through skills Ability to multi-task constantly and tolerate interruptions Ability to give directions to others Assist with the plan of care, evaluate and coordinate care with other disciplines Communicate effectively with all members of the healthcare team
