Metro Transit is one of the country's largest transit systems, employs more than 3,000 people, and provides more than 80 million rides a year through an integrated network of buses, light rail, and commuter trains, as well as resources for those who carpool, vanpool, walk, or bike in the Twin Cities.
Metro Transit's Capital Programs is responsible for the construction and delivery of capital projects including Light Rail and Bus Rapid Transit. This position will be working on the Blue Line Light Rail Extension project (BLE).
The METRO Blue Line Extension is proposed to operate on 13.4 miles of track connecting downtown Minneapolis to the communities of North Minneapolis, Robbinsdale, Crystal, and Brooklyn Park. This light rail project would provide transit improvements in the highly traveled northwest area of the Twin Cities metro region and a one-seat ride from Brooklyn Park to MSP Airport and Mall of America. The project provides an opportunity to invest in BIPOC communities and reduce regional disparities. Connecting with the existing METRO Blue Line at Target Field Station, the extension and its 12 new stations will be part of an integrated system of transitways serving the region, including connections to METRO Green Line, Northstar commuter rail line, bus rapid transit lines, existing bus service, and proposed future transitways.
As an Engineering Manager,you will be responsible for a combination of project management and supervisory responsibilities . You will will monitor and supervise activities of senior design consultants and other design consultants and project managers while managing activities of their own projects, planning and design functions, including civil, municipal, systems, traffic, track work and structural designs of major project components of large facilities.
What you would do in this job
+ Manage the planning, design, construction and start-up of capital facility projects, including working with other units of government, planning and design consultants and internal staff.
+ Supervise Metro Transit staff, project consultants and staff from other units of government in project implementation activities: including planning, design, R.O.W. acquisition, inter agency agreements, procurements of A/E & consultant services (RFP), procurement of construction contracts (IFB), and other project related functions.
+ Plan, establish, and control project funding through the Finance and Grants departments. Lead interdepartmental discussions related to projects with Service Development, Bus and Rail Operations, Marketing, Customer Service & Public Relations, and Bus and Rail Maintenance. Propose funding alternatives as may be required to meet forecasted demands.
+ Prepare and review/modify contract scopes of work, review proposals, recommend contract execution and administer contracts on behalf of Metro Transit. Provide Q/A and Q/C oversight on contracts directly managed and managed by supervised staff.
+ Develop technical policies, procedures and standards for Metro Transit's project activities.
+ Performs other duties directly related to this position as assigned.
What education and experience are required for this job (minimum qualifications)
+ Bachelors degree from an accredited university in Civil, Electrical or Mechanical Engineering.
+ Minimum of eight (8) years of Civil, Electrical or Mechanical Engineering field experience with three (3) years experience in staff and/or consultant management.
+ Professional Engineer registration from the State of Minnesota or a state with reciprocity.
+ Valid driver's license with an acceptable driving record.

+ Knowledge of developing work programs and budgets; and establishing project schedules and budgets.
+ Knowledge of managing agency and consulting staff.
+ Principles of capital improvement cost estimation and contract administration
+ Knowledge of Metropolitan Council Engineering and contract management policies and procedures
+ Knowledge of practices of researc hing engineering and design issues, evaluation alternatives , making sound recommendations and preparing and presenting effective staff repo rts.
+ Demonstrate Project Management (PM) skills.
