Duties Description Under the direction and supervision of the Counsel for Investigations and an Assistant Counsel in the Anti-Discrimination Investigations Division (ADID) of the Office of Employee Relations (OER), serves as an ADID investigative team manager and/or exercises executive leadership, direction, and judgment in the general conduct of ADID investigations. The incumbent is responsible for planning, directing, and coordinating the activities of a team of individuals responsible for implementing State anti-discrimination policies and goals. These activities include the responsibility for the implementation and monitoring of the State’s protected class employment discrimination and complaint process and training. In addition, this individual will also investigate complaints of protected class employment discrimination. Incumbents in this title may also provide guidance to agencies, departments, and certain public authorities on litigation of discipline against employees for whom disciplinary action is recommended in the ADID investigation report. Duties may include, but are not limited to:• Oversee the supervision of investigative personnel or team leaders, including assignments, training, promotion, enforcement of internal procedures and controls.• Assist subordinates in performance of duties, review cases with subordinates as appropriate and provide guidance and direction.• Review investigative records to ensure that information is recorded in accordance with all operative policies and advance such records and reports.• Monitor and ensure efficient use of ADID investigative resources.• Review draft investigative reports and approve submission to ADID Counsel for review.• Investigate executive-level complaints.• Review, maintain and update ADID staffing plan.• Set training and development standards for ADID investigative staff and ensure those standards are met.• Work with the Counsel for Investigations to develop, review and approve ADID policies governing conduct of investigations.• Monitor and ensure efficient use of ADID investigative resources.• Manage investigations of alleged or suspected misconduct of investigative staff.• Participate in the development and/or review and approval of anti-discrimination training programs and resources.• Provide guidance to state agencies on complex legal and policy interpretations as they pertain to sensitive employment issues.• Represent ADID at professional meetings.
Minimum Qualifications • Bachelor’s degree and five years managing anti-discrimination programs and/or complex investigations.• At least one year of this experience is preferred to have been in a supervisory role. If not, then at least one year of other supervisory experience.• Excellent writing, interpersonal, public speaking, and organizational skills.• Aptitude for conflict resolution, negotiation, collaboration, and team building.• Proficient skills in various business collaboration applications and software tools, i.e., Microsoft Office Suite and cloud-based sharing tools.• A satisfactory equivalent combination of appropriate experience and education as determined by the New York State Office of Employee Relations.
