Manager, Finance (Research) - Cancer Medicine Administration
The Manager, Finance serves as the research financial manager for the Division of Cancer Medicine's 13 clinical and 3 research departments, and 6 clinical programs and labs - including Houston Area Locations - and a key contact for 16 department chairs and administrators, as well as institutional stakeholders - focusing on budgeting, financial analysis, reporting, research policy compliance and strategic planning. Manages budget, research finance data, reporting and application in compliance with financial and budget policies, and departmental, divisional and institutional leadership's strategic objectives. Management will be primarily financially focused, involving complex analysis, research productivity metrics, clinical trial/grant reporting and analysis, budgeting and variance reporting. Therefore, this position requires a high level of interpersonal and quantitative skills to gather and analyze data, identify areas of improvement, design, implement and maintain systems which effect operational changes, and provide consultative services to more than 100 finance support roles across Cancer Medicine.

The ideal candidate will have clinical, basic, or translational research finance experience.

KEY FUNCTIONS

Research Fund Management

• Manages and analyzes all research finance activities, which consists of post-award administration, systems analysis, and research finance reporting, to include balance management, cash reporting, patient accrual, and study status.

• Manages the Division's compliance with institutional policies and procedures related to research administration and implements corrective measures to ensure compliance; examples include, deficit management, suspense fund compliance, salary on grants compliance and research charge capture.

• Manages departmental research finances for areas experiencing turnover or reduced resources in comparison to their research portfolio.

• Manages private funded research to ensure outstanding receivables have been recovered and allocated to the appropriate cost center.

• Designs and provides reports to monitor trends across departments and the division for clinical, translational and basic science research to maximize efficiencies and ensure funds are optimally utilized.

• Manages the division's quarterly effort reporting compliance, to include education, reporting and system enhancements.

Financial Reporting and Management

• Manages the divisional clinical research infrastructure program to include revenue transfers, personnel expenditure management, and deficit corrective actions.

• Serves as the divisional liaison for the institutional clinical trial management system, OnCore, to include departmental reporting, OnCore to PeopleSoft reconciliation, metrics development, data review, and actual vs budgeted accrual reporting.

• Serves as the divisional liaison for the CSO office to include report review and analysis, such as incentive for salary award calculations, salary on grants, faculty promotion metrics, etc.

• In collaboration with the Director and Associate Director, manages all aspects of the annual divisional operating budget to include revenue allocation, personnel expenses, and non-personnel expenses across RFM, Fund Group 30, and Fund Group 80 chart strings.

Project Management/Decision Support Analytics

• Serves as a key financial liaison for 16 departments, 6 clinical programs & clinical labs in the Division of Cancer Medicine regarding financial or operational projects, modeling or data analysis.

• Assists with projects that enhance divisional strategies through reporting, analysis and monitoring.

• Identifies efficiency enhancement opportunities to improve report creation processes and assists in creating improved processes to address those deficiencies.

• Creates, maintains and interprets dashboards to track productivity metrics, forecasting, recognize trends and recommend solutions.

• Utilizes a wide variety of Institutional systems to retrieve data including Excel, Epic, PowerBI, OnCore, PeopleSoft, Essbase and OBIEE to create ad hoc and routine reports.

• Manages and participates in a variety of research projects in other areas of the institution.

• Participates in impact analyses projects as needed.

EDUCATION

Required: Bachelor's degree in Business Administration, Accounting, Finance or related field.

EXPERIENCE

Required: Five years of professional experience in finance, accounting or related field to include at least three years of supervisory or project management experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.

Preferred: Experience in a research environment that conducts clinical, basic, and translational research. Extensive knowledge of financial reporting, clinical trial administration, effort reporting, grant policies and procedures. Knowledge of and experience in research operations. Proficiency with the following applications: Excel, PowerBi, OnCore, PeopleSoft, OBIEE, Essbase and SharePoint.
