Come be a part of shaping the future of transit¿apply today and help us continue to move millions forward here at WMATA! **Minimum Qualifications** **Education** + Bachelor¿s degree in Human Resources, Business Administration, Information Systems Management/Computer Science or a related field. **Experience** + A minimum of six (6) years of HR experience with four plus (4+) years in Shared Services management. Also, must have experience with ERP applications and business process improvement, talent development (hiring, training, and mentoring), applying knowledge of HR operations and policies and experience working in a unionized work environment. **Preferred** **Education** + Master's Degree in HR **Certification/Licensure** + SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) **Medical Group** Satisfactorily complete the medical examination for this position, if required. Manager ensures that day to day operations meet customer, regulatory, WMATA policies, Collective Bargaining Agreements and system requirements and is accountable for data accuracy, controls, customer service and quality of service. Manager provides effective leadership, direction, guidance and motivation to all shared services resources, serving as problem solver, mediator and coach. Interviews, hires and trains associates; plans, assigns and directs work; assesses performance and takes the vital action to achieve peak performance. Coaches associates relative to career and team development. Manager is responsible for implementing best in class processes and tools to manage Shared Services operations. Partner with HR and Business leaders in transitioning work from HR to centralized shared services teams. Design and implement case management, knowledge base management and employee portal. **Essential Functions** + Advances initiatives to enhance and streamline HRSS organizational activities. Re-think how we provide services using technology, innovation and resources. + Continuously improves and innovates to reduce/eliminate very manual and/or duplicative processes. Identifies optimal solutions that meet the needs of the HR functions by recommending process improvements, system enhancements and alternatives based on specific needs. + Contributes to the creation of the HRSS strategy and drives initiatives in line with the strategy. This includes working with the Centers of Excellence (COEs) to identify areas where work can transition into HRSS, analyzing the current process(es), designing and /or contributing to the "to be" process by collaborating with key partners and developing a plan for execution. + Partners with CHRO, Director HRIM and IT to create a HR intranet strategy/Employee Portal. + Partners with the COEs to manage the work in-take & project prioritization. + Develops and tracks metrics of HRSS organization and help create HRSS metrics in partnership with Workforce Analytics team. + Develops transition strategies and knowledge transfer/training where required to support the movement of activities and process into the HRSS organization. + Assists in business case development for critical initiatives and monitoring progress of projects. + Supports contract and vendor management (in partnership with Procurement & Vendor Management) for the vendors utilized. + Identifies ways to measure the workload and establish service level agreements (SLAs). + Ensures the team is aligned to and responds to the strategic objectives of both HR and the business and that SLAs are communicated in a timely manner. + Ensures compliance with customer, regulatory, WMATA policy, Collective Bargaining Agreements, and system requirements. Ensures appropriate internal controls are maintained. + Creates and maintains effective organization of responsibility, including training, coaching, recognition, workflow patterns, performance standards, delineation of duties and responsibilities, staffing levels and supervision for shared services operations. Ensures services are well documented with robust operating procedures/knowledge base management. + Works in partnership with the technology teams to ensure associate and manager self-service systems effectively interface with other key business systems and internal shared services processes. + Serves as the HRIM liaison to HR staff and management, as well as central point of contact for interdepartmental projects and communications related to HR business operations. + Maintains up-to-date operating procedures, instructions, and other related documentation. **Other Functions** + Collaborates with others responsible for creating procedures and learning materials related to systems and tools for the organization. + Leads or supports special projects as directed. Provides support for critical HR initiatives as needed.
