BASIC PURPOSE:\n
Plans, directs, and oversees the operations and budget of the Information Technology (IT) Security, Architecture & Engineering section. Plans and maintains work systems, procedures, and policies that enable and encourage the optimum performance of assigned staff and other IT resources. Oversees the development, implementation, deployment and operation of information systems and technology solutions to meet business and operational needs across the organization.\n

Works under the general supervision of the Director of MIS.\n
SUPERVISION EXERCISED:\n
Manages IT professional, technical and administrative employees assigned to the IT Security, Architecture & Engineering section.\n
ESSENTIAL DUTIES AND RESPONSIBILITIES:\n\nProvides oversight and direction to the employees in the operating section in accordance with the organization's policies and procedures. Identifies needed improvements to work practices and works with the Director, MIS, and Labor Relations staff to bring about changes.\nManages the preparation and maintenance of reports necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.\nDevelops and implements an enterprise technical reference model. Responsible for the establishment of technical standards associated with information technology domains required to implement the Authority's systems.\nResponsible for information technology architecture and engineering activities. Ensures that technical blue prints for specific IT solutions are provided.\nResponsible for the development and maintenance of data architecture models, policies and standards that govern which data are collected, and how it is stored, arranged, integrated, and put to use in data systems and in organizations.\nResponsible for the development and maintenance of the policies, standards and procedures associated with the Information Security Program.\nResponsible for the scope, schedule and budget for information technology projects within the unit. \nDevelops and manages project plan schedules, assigned resources, and associated costs.\nResponsible for the development and maintenance of the IT Asset and Configuration Management Program including policies, standards and procedures to ensure that assets are identified, controlled, and managed.\nOversees capacity management. Responsible to ensure that cost-justifiable system capacity is available to meet current and future business needs.\nOversees technical problem management. Responsible for developing and managing the lifecycle of all problems from identification to removal.\nEstimates the financial impact of technical architecture alternatives as required. Manages expenses to section budget.\nResponsible for the development and management of the IT change management process to ensure that all changes are prioritized, planned, tested, implemented, documented, and reviewed in a controlled manner.\nManages the Department in a manner that is consistent with MWRA's goals of Diversity, Equity, and Inclusion.\nProvides final recommendation on staffing levels. Works with Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees.\nMentors and develops staff, including overseeing new employee on-boarding and providing career development planning and opportunities. Encourages employees to take responsibility for their jobs and goals. Delegates responsibility as appropriate and expects accountability and regular feedback.\nFosters a spirit of teamwork that allows for disagreement over ideas, conflict and conflict resolution, as well as the appreciation of diversity. Communicates organizational information through department meetings, one-on-one meetings, and appropriate email, and regular interpersonal communication.\nLeads employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning. Leads employees to meet the organization's expectations for productivity, quality, and goal accomplishment.\nMaintains employee work schedules including assignments, job rotation, training, vacations and approved leaves. Provides coverage for absenteeism, and overtime scheduling as needed.\nAssist in maintaining harmonious labor management relations through proper applications of collective bargaining agreement provisions and established personnel policies. \nPrepare for and hears Step-One grievances and pre-disciplinary hearings. \nParticipate in collective bargaining negotiations.\n\n

MINIMUM QUALIFICATIONS:\n
Education and Experience:\n\nA Bachelor's degree in computer science, information technology or related field is required. Advanced degree preferred; and\nAt least eight (8) years of experience in IT architecture, engineering and security of which 4 years must be in a supervisory or managerial capacity overseeing an IT multi-discipline functional section; or\nAny equivalent combination of education and experience.\n\n
Necessary Knowledge, Skills and Abilities:\n\nExcellent analytical and technical skills.\nExcellent written and verbal communication skills. \nExceptional interpersonal skills in areas such as teamwork, facilitation and negotiation.\nExcellent planning and organizational skills.\nStrong leadership skills.\nKnowledge of all components of a technical architecture; understanding of network architecture, service oriented architecture and object-oriented analysis and design.\nSkill with CSS, HTML, one or more JavaScript frameworks, and AJAX, Microsoft's .Net framework\n\n
SPECIAL REQUIREMENTS \n\nA valid Massachusetts Class D Motor Vehicle Operators License.\nAbility to work evenings or weekends for urgent business issues or respond to business calls on MWRA assigned phone after hours.\nITIL Foundation Certification in IT Service Management version 3 or 4 \nMaster Project Manager certification (American Academy of Project Management) or Project Management Professional (PMP) or equivalent or the ability to obtain within six months\n\n
At least two certifications from the following list or the ability to obtain within one year:\n\nITIL Intermediate Module - Release, Control, and Validation\nMCSE - Microsoft Certified Solution Expert \nMCSD - Microsoft Certified Solution Developer \nCISM - Certified Information Security Manager \nCISSP - Certified Information Systems Security Professional \nVCP5-DCV: VMware Certified Professional 5 - Data Center Virtualization \nCisco CCNP - Cisco Certified Network Professional\nFortinet NSE 4 or NSE 5\n\n

Office equipment as normally associated with the use of telephone, personal computers including word processing and other software, copy and fax machines.\n
