TheManager, IT Project Managementis responsible for managing a team of IT project managers with a focus on leadership, communication and business benefits while leading the project management function at WSSC . S/he works in conjunction with the Deputy Director, IT Governance Services to set objectives, scope and strategies for the PM team. The Manager, IT Project Management in conjunction with the Deputy Director, IT Governance Services isresponsible for establishing and implementing project/program/portfolio management roadmaps for driving the implementation and ongoing maturity of IT’s project management function so as to facilitate effective, efficient, customer-centric operationswithin the Governance Division and across Information Technology (IT). The role will support the development and/or adoption of corresponding methodologies, frameworks, standards, processes, and tools suitable to the current and future environment. Essential Functions + Directs, oversees and/or assists in the management of IT governance activities including administration of the local and executive steering committee(s) + Coordinates, champions and/or supports the development and/or adoption of corresponding methodologies, frameworks, standards, processes, and tools suitable to the current and future IT/business environment + Leads the evaluation and selection of project management and/or business analysis software and tools that best meet WSSC Water’s needs + Assists program and project teams with change management, project coaching, and training on processes and tools + Oversees the provision of strategic and tactical support for effective, efficient, and cost-effective implementation and delivery of strategic initiatives and projects aligned to WSSC Water’s strategic priorities + Equips business leaders and stakeholders in arriving at data-driven decisions regarding the prioritization of proposed projects + Compiles and reports current and accurate initiative, program and portfolio metrics, status and progress based on data provided by WSSC Water functional/IT program/project managers + Assists with risk assessments and alternative scenarios for management of key initiatives and programs + Provides leadership, direction and mentoring to personnel to achieve maximum effectiveness; maintains effective communication within the department + Supervises employees including selecting or recommending selection, training, assigning and evaluating work, coaching, counseling, disciplining, and/or termination or recommending termination Other Functions + Manages outsourced work, consultants, vendors, and relationships + Prepares and presents verbal, written, and other operational analytical and statistical reports as requested and prepares and updates public informational materials related to vendor invoices + Participates in WSSC Water committees, as needed + Supports the development, monitoring and reporting of IT customer service and performance metrics + Provides advice, technical/analytical guidance and solutions to program/project sponsors, managers, and teams, using the highest level of interpersonal and communication skills + Ensures the office is meeting or exceeding previously agreed-upon service level agreements (SLAs) + Performs related duties as required Work Environment And Physical Demands Business casual office setting Required Knowledge, Skills, And Abilities + Comprehensive knowledge of industry-standard project management best practices + Considerable knowledge of project management software and reporting systems + Knowledge of developing, implementing, and monitoring IT program and project delivery + Excellent program and project planning, budgeting, scheduling and resource management skills + Ability to analyze and interpret critical path, draw conclusions and prepare clear and concise reports and recommendations + Practical knowledge of full lifecycle development and implementation methodologies + Superior ability to build collegial relationships and collaborate with senior leadership, peers, and staff at all levels + Superior presentation skills and ability to intuitively present ideas and concepts to staff and management at all levels + Proficiency with MS Office Suite (Word, Excel, Power Point, Visio) and Microsoft Project + Strong business acumen + Ability to effectively and intuitively communicate with business partners and IT staff + Experience in management and negotiations with third party vendors + Excellent verbal and written communication skills and interpersonal communication skills + Highly self-motivated, self-directed, and attentive to detail + Ability to effectively prioritize and execute tasks under pressure + Extensive experience working in a team-oriented, collaborative environment Minimum Education, Experience Requirements + Bachelor’s degree + 5+ years’ experience managing IT projects in project management, information systems, system implementation, or business process analysis/re-engineering Additional Requirements + Active PMP or PgMP certification + Proven experience in program, project and portfolio management, associated methodologies, and organizational change management + Demonstrated experience in providing internal project management consultation to IT and non-IT staff + Demonstrated experience with the evaluation, selection, and user adoption of project portfolio management tools + Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter Preferences + 1+ year management experience supervising professional staffas well as leading, directing and coordinating the activities of a complex IT Project Management Office or Enterprise Project Management Office + Experience in public sector project management environments + Experience supporting the development of strategic plans and monitoring their implementation Salary$131,858 - $224-515 Posting Detail Information EEO Statement AN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER It is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
