Summary
The Manager of Parent, Family and Community Engagement (PFCE)/Health & Nutrition is responsible for overseeing and managing the integration of health, nutrition, and family engagement services within the Head Start/Early Head Start programs. This position ensures the delivery of high-quality health, nutrition, and safety services, while also developing and managing family engagement, recruitment, eligibility, enrollment, and community partnership systems. The Manager supports program improvement, compliance with Head Start Performance Standards, and leads the coordination of comprehensive services for children and families.

Working in collaboration with program leadership and staff, the Manager is a key figure in building effective health and family engagement systems, including the establishment of the Health and Mental Health Services Advisory Committee and ensuring full enrollment through ERSEA.
As a frontline representative of Save the Children, the position holder is required to ensure the safety and security of children and families and represent the agency values of Accountability, Ambition, Collaboration, Creativity and Integrity.

As a Save the Children employee who will come into contact with children on a routine basis, the position is expected to prevent child abuse in every situation by striving, through mental awareness, good practice and training to minimize risk to children. The position must take positive steps to protect children who may be a subject of concern and report, respond to any instance of child abuse, and promote training and awareness around all child-safeguarding obligations.

What You’ll Be Doing (Essential Duties)

Parent, Family, and Community Engagement (PFCE)
• Oversee the PFCE framework, ensuring that family engagement is integrated across all program areas and aligns with Head Start Program Performance Standards.
• Manage ERSEA processes, including eligibility, recruitment, selection, enrollment, and attendance, ensuring full enrollment, vacancies are filled within 30 days, eligibility is properly determined, and compliance with the requirement of serving 10% children with special needs.
• In coordination with the Manager of Education & Inclusion, ensure that vacancies are filled within 30 days, eligibility is properly determined, enrollment includes 10% children with special needs, recruitment is active/ongoing, and that funded enrollment is achieved and maintained.
• In coordination with Family Service Coordinators (FSCs) and other program staff, support families in identifying strengths, needs, and goals, and ensure family development services are documented accurately.
• Responsible for tracking that all parents have been offered the opportunity to establish a Family Partnership Agreement and the tracking of strengths, needs, goals, referrals, individual contacts, home visits and follow-ups.
• Ensure the PFCE Framework is a systematic component of programming, services and management systems.
• Develop and maintain relationships with community partners to provide families with access to resources, including health, nutrition, mental health, and other essential services.
• Lead the development of a robust parent and community volunteer program, recruiting and training volunteers, and ensuring that all necessary paperwork and clearances are completed.
• Support family service staff in developing and implementing Family Partnership Agreements, tracking goals, referrals, and follow-up actions.
• Provide or arrange for training and technical assistance for staff and families based on needs identified in the Family Outcomes Assessment, covering topics such as health, literacy, parenting skills, and sustainability.
• Support new FSCs and/or health and nutrition staff with onboarding training. Assist in development of program training plan. Facilitate and provide training, coaching and technical assistance to staff, parents and volunteers.
• Responsible for the collection, entry, reporting and maintenance of ERSEA records related to program operations.
• Provide or arrange for training and technical assistance to staff and parents based upon pertinent issues/interests expressed in the Family Outcomes Assessment. This may include advocacy, family literacy, sustainability, child development, health, parenting skills and other topics as identified.

Health & Nutrition Services
• Develop, implement, and monitor health and nutrition systems, including safety services across center-based and home-based programs.
• Oversee and manage the Child Care Food Program, planning menus in coordination with the Food Service Manager and Nutritionist, ensuring compliance with USDA regulations, preparing funding applications, and maintaining and submitting all required USDA records and reports.
• Conduct regular site visits (4-6 hours per month per site) to monitor health and nutrition services, provide training, and ensure fidelity to health and nutrition curricula.
• Maintain and monitor health and nutrition records, ensuring documentation in both paper and digital formats is accurate, timely, and complete, in accordance with federal, state, and program requirements.
• In collaboration with education staff, evaluate and recommend health and nutrition curricula, ensuring compliance with Head Start Performance Standards and best practices.
• Lead the Health & Mental Health Services Advisory Committee by engaging community partners (e.g., medical, dental, mental health) to enhance program services and support children’s healthy development.
• Ensure all children receive required health and nutrition screenings and assessments, and that tracking systems are in place to monitor progress.
• Analyze data and prepare reports on health and nutrition services to inform continuous improvement efforts.
• Work with other managers to integrate health, mental health, and nutrition services with education, disability, and family engagement components to create a holistic approach to child and family outcomes.

Program Management and Compliance
• Provide or arrange for training and technical assistance to staff and parents based upon pertinent issues/interests expressed in the Family Outcomes Assessment. This may include advocacy, family literacy, sustainability, child development, health, parenting skills and other topics as identified.
• Assist in the development and monitoring of health and nutrition budgets and prioritize the procurement of necessary materials and equipment.
• Ensure compliance with Head Start Program Performance Standards, federal and state regulations, and agency policies related to ERSEA, health, nutrition, and family services.
• Track daily attendance and work with staff to ensure timely follow-up with families on tardiness and absenteeism, documenting actions taken.
• Monitor and evaluate services, ensuring high-quality support for families and achieving positive child outcomes, including school readiness.
• Conduct on-site and desk audits to ensure accurate data collection, reporting, and maintenance of all records related to family services, ERSEA, health, and nutrition services.
• Assist with logistics for the Head Start Policy Council, including meeting planning, preparing agendas, reserving facilities, and arranging meals.
• Attend and actively participate in the bi-weekly PFCE and Health/Nutrition Workgroup meetings and individual meetings with National Advisors for PFCE/Governance, Health & Nutrition and on occasions, Education & Inclusion.
• Support case management meetings with content area staff to fully integrate services.
• Participate in the Program’s annual Self-Assessment data collection and reporting.
• Participate in the development of integrated school readiness plans and assist in the monitoring and reporting of services to ensure high quality support, positive child outcomes and achievement of school readiness goals.


Safeguarding & Compliance
• Promote and enforce child safeguarding policies and practices, taking steps to prevent child abuse in every situation through awareness, training, and active supervision.
• Take necessary steps to report and respond to any instance of child abuse or neglect in accordance with organizational policies and legal requirements.
• Ensure the safety of children by implementing and monitoring active supervision techniques to prevent any child from being left alone or unsupervised.
• Visit classrooms regularly (4-6 hours per month per site) to observe and support teaching staff in promoting parent involvement and provide coaching and mentoring to encourage parent participation in their child’s education.

Required Qualifications
• Bachelor’s degree or higher in health-related fields, social work, early childhood development, or a related field; advanced degree preferred.
• A minimum of 3 years of experience in managing health, nutrition, and family services for young children and families.

Skills and Competencies:
• Strong organizational skills with experience in program evaluation, data analysis, and reporting.
• Excellent communication skills, both written and verbal, with the ability to engage and collaborate with staff, families, and community partners.
• Proficiency in Microsoft Office and other relevant software systems for data management and reporting.
• Ability to work independently, manage multiple tasks, and exercise sound judgment in decision-making.
• Strong public relations skills and the ability to build and maintain community partnerships.
• Ability to maintain confidentiality and handle sensitive information appropriately.

Clear criminal records check (including child abuse registry check if required by state regulations) and pass all state and local health requirements required post job offer and prior to employment. To drive agency vehicles (if applicable), must have a valid driver’s license and be insurable by the Save the Children Head Start insurance carrier and have a Motor Vehicle Record acceptable to Save the Children Head Start. Current and former Head Start/Early Head Start parents will receive preference for employment vacancies for which they are qualified.

Preferred Qualifications
* Advanced degree in social work, health/nutrition field, early childhood development, adult learning or a related family/human services field.
* Supervisory experience, including the direct oversight of staff, particularly in a Head Start/Early Head Start setting.
* In-depth knowledge of Head Start Program Performance Standards and best practices in health, nutrition, and family engagement.
