This position is responsible for the development, implementation and managerial oversight of multiple, complex programs within the Population Health Innovation team. It works at the intersection of health care, population health and the social sciences, identifying innovating opportunities to improve the population health of Minnesota Health Care Program recipients and to reduce disparities and inequities in their health. The incumbent possesses deep, substantive knowledge in Medicaid policies and procedures with statewide significance and that impact multiple policy areas of the department. The incumbent must consider impacts of current and proposed policy and law changes, recommending and negotiating alternatives that maintain program quality, steward funds efficiently and comply with applicable laws.
Responsibilities include:
+ Defining policy alternatives and opportunities to pilot test quality improvement or other population health initiatives to improve health and reduce health disparities among program recipients; negotiating proposed changes and priorities with other managers; setting strategic direction for maximum functionality; and forming and managing complex relationships with wide range of external and internal stakeholders;
+ Oversee the hiring of staff; mentoring and supervising high-level staff who are designing and implementing complex work plans; recruiting and maintaining complex relationships with members of current and new advisory committees; managing complex external relationships affecting projects and the well-being of Minnesota Health Care Program recipients;
+ Evaluate program outcomes and adjusting activities based on evaluation results;
+ Oversee the development of complicated and mostly intra-agency policy, both within the Health Care Administration and in other DHS administrations and divisions that serve MHCP recipients, including behavioral health and disability supports;
+ Negotiate the implementation of new health care policies that affect the health and wellbeing of some of the most complex and vulnerable populations in our programs.
Specific program activities include but are not limited to: Managing the implementation of the department’s initiatives pertaining to maternal and infant health including the Integrated Care for High Risk Pregnancies (ICHRP) grants, population health initiatives; and supporting community and stakeholder engagement on a variety of topics relevant to the health care administration. This position also directly manages the Health Services Advisory Council, synthesizing complex scientific literature for the council and coordinating its policy deliberations.

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, leadworker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment
**AND**
5 years of specialized professional experience working in a human services, public policy, or health law. Experience must include:
+ **Expertise in the health care delivery systems with a focus on implementation of policies, programs, and measures that will create change in provider behavior.**
+ **Knowledge of quality processes to develop performance and outcomes measurements.**
+ Experience with the legislative processes.
+ Experience leading complex projects where the input and collaboration of multiple sectors of the health care industry.
**Preferred Qualifications**
+ Thorough understanding of the inter-relationships and intersections of medical research, healthcare planning, population health and policy making.
+ Knowledge of governmental budgeting processes sufficient to consolidate multiple program activities and to propose initiates to meet current and future program needs.
+ Experience leading policy development with state Medicaid agencies or in health care administration.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
