We are currently searching for a Program Manager to join our Value Stream Services Department to work with the Collaborative Mission Autonomy Value Stream Leadership (VSL) team located in Cedar Rapids, IA. This position will be onsite.

The Program Manager will be the focal on Autonomy projects. The PM will be responsible for leading responses for RFIs and Bids lead BMW, IRAD / Discretionary Project management, program increment planning event (PIPE) support and PEPP, Gate 3 and Gate 4 support.  IoTs / IWAs management (invoicing) for several programs (Kato, Marvel, and future ones).  PARs support.  Program management / invoicing CCRLs program support for AAHAA, and ANSR.

Judgment - Bases decisions on factual information and considers alternative courses of action before reaching decisions.

Emphasis is focused on supporting the program execution teams with a variety of activities such as:

Coordinate and direct activities (including technical, cost and schedule considerations) and maintaining this direction throughout the program across the Collins shared services business model.

Requires collaborative working relationships with Operations, Engineering, Manufacturing, Sales, Contracts, Supply Chain, Quality, and IPPC (Finance) points of contact in various instances of onsite, hybrid, and remote environments.

Coordinate all aspects of the Integrated Product Development Team activities, ensure all key stakeholders are involved in planning and are informed and accountable to their tasks to assure execution of the team’s activities

Direct, review and approve all functional group effort against cost, schedule and technical requirements and replan as appropriate with the concurrence of the VSL  

What You Will Do

External customer satisfaction / primary point of contact with the customer

Meeting customer contractual requirements

Meeting customer cost, schedule, technical and quality requirements, and expectations

Conducting periodic meetings with the customer for program reviews

Meeting internal financial goals including sales, gross margin, cash flow for assigned projects

Planning work effectively to meet program requirements

Hold IPTs and Control Account Manager (CAMs) accountable for execution of tasks, including identification of recovery plans as needed

Supporting internal reviews, e.g. Gate Reviews / plans in accordance with internal policies and procedures using CMS (Collins Management System) methodology

Establishing a risk and opportunity management program and regularly communicating

Managing change proposals and leading negotiation teams

Working with other VSS / VSLs and functional leads to ensure the appropriate priority and are aligned with customer commitments

Pursuit and proposal activities

Responsible for managing portions of complex development and production programs and proposals under the guidance of a senior value stream leader

Knowledge of industry practices and standards and use of professional concepts. Applies functional or technical principles, theories, and concepts

Receives minimal instruction on day-to-day work assignments. Plans schedules and arranges own activities in accomplishing objectives

Networks with senior internal and external personnel in own area of expertise on issues. Represents organization as a prime contact on key issues

The ideal candidate must be a self-starter and have experience of driving a cross functional team to deliver to tight timelines, while still being able to manage effective relationships

What You Must Have

Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

The ability to obtain and maintain a U.S. government issued security clearance is required ​

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance 

5+ years of prior external customer support/interface experience

5+ years of production management experience

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
