OSPB manages all aspects of the state’s budget and seeks to leverage it to the benefit of all Coloradans. OSPB staff works at the cutting edge of state issues, works closely with agency leadership throughout the state, and provides deep analysis of the tradeoffs needed to make strong budgetary recommendations for the Governor. OSPB staff are dedicated to the development of creative and sound budgetary decisions that allow the Governor and state to achieve the goals within a sound fiscal framework. OSPB staff play critical roles in evaluating budget and policy to provide the fiscal analysis needed for senior staff to understand the tradeoffs of various decisions. Description of Job Department: Office of State Planning and Budgeting (OSBP) FLSA Classification: Exempt Posting date: Jan 21, 2025 to Feb 21, 2025 Salary Range $111,395 to $128,104 annually, dependent on qualifications Description of Job Managers supervise OSPB analysts in the development of the Governor’s annual budget proposal and the associated legislative processes. Managers help build and maintain a high performing organization and support the professional development of staff. Managers have one or more OSPB analysts who will report to them, and managers will directly report to an OSPB Deputy Director. This position will be in OSPB’s Tax and Economic Development Team and will focus on managing the team’s budgetary portfolio. Roles and Responsibilities Supervise OSPB budget and policy analysts who are direct reports: + Regularly meet with and guide analysts + Assist analysts in identifying and implementing work streams, delegating as appropriate + Train and support analysts to develop expertise in budget processes, analytical methods, communication skills, relationship development, and other key skills + Regularly provide constructive feedback to analysts and assist in their professional development. Serve as a member of the OSPB management team: + Identify challenges, gaps, and needs in budget development and workflow processes; recommend and implement solutions + Assist in strategic planning for the organization, including issues related to staffing, relationships with internal and external stakeholders, + Lead work streams and complete significant work products in collaboration with deputies and analysts + Collaborate with senior staff in the Governor’s Office, and Departments, and the General Assembly + Seek, encourage, and listen for multiple viewpoints + Assist in the recruiting process Budget development and Fiscal Analysis: + Individual analysis on high profile budget and legislative items + Review analyst work products and work with analysts to ensure their quality and timeliness + Elevate issues to senior OSPB leadership as appropriate and recommend solutions + Assist analysts in troubleshooting problems, including engaging with other staff within OSPB, the Governor’s Office, departments, and the General Assembly + Build expertise across multiple departments’ budget, policy, and operational issues + Review department budget requests, make recommendations, conduct research, track legislative action, and collaborate with departments, Governor’s Office, and legislative staff as necessary Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications + Significant related work experience in related fields such as public finance, policy analysis, economics, and public administration + Strong analytical, quantitative, and reasoning skills + Ability to synthesize complex data and information from a wide variety of sources + Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely + Excellent time management skills and ability to balance competing deadlines and priorities Preferred Qualifications + Undergraduate and/or graduate degrees with related coursework (e.g., public finance, policy analysis, economics, public administration, etc.) is preferred but not required + Professional experience in government budgeting Conditions of employment: Applicants must pass a thorough background check prior to employment and reside in Colorado once employed.
