Summary
The Mgr., Technical Services will actively coordinate engineering and technical resources to support existing and new processes in the function of mine operations. He/she will directly oversee the mining and technical engineering team that includes mine engineering, capital management, technical support, ground control technicians, and laboratory functions. The Technical Services Manager will serve as a member of the Cote Blanche Site leadership team and will be expected to collaborate effectively. The Technical Services Manager will function with a high degree of autonomy and report directly to the VP of Operations, Cote Blanche and indirectly report to the corporate Director of Engineering.

Lead the technical services team to effectively collaborate with other departments, coordinating with Operations and Maintenance staff to assure timely project development and execution.Own, develop, and maintain long-term and short-term Mine Plans and Strategic Plans (10-year and life-of-mine), including capital, equipment, and infrastructure plans to support respective plans.Develop and maintain Ventilation Plans to support mine plans and active operation.Function as integral resource for providing specifications for new equipment. Collaborate with other departments to build specs. Prepare and submit capital appropriation requests (CAR’s), including well developed and technically correct scope, engineering design, project costs, project schedule and operational, financial analysis and the expected commissioning timing. Responsible for Mill Design: Process Capacity from the mine through barge load-out (use Ag Flow where appropriate), optimization, and modifications. SME review for comparing mill capacity regarding volume and/or quality specifications to customer demand as new requests are made for new or different products.Work with Site Controller to track and report capital budget individual project performance with effective forecasting; responsible for spending and forecasting of capital and other projects that the Technical Services Department designs and oversees.Oversee Rock Mechanics for the mine, including mine plan parameters, testing, data collection and trends, and mitigation plans.Oversee Ground Control crews working on proactive ground control tasks and plans.Develop Exploration Plans and oversee exploration work including, drilling, seismic, and other techniques. Ensure Geologic Modelling of dome is updated with new exploration data. Maintain Mineral Reserve Estimates in collaboration with corporate natural resources director and consistent with government guidelines.Manage subsidence monitoring, including data correlation to current and future mine plans. Manage data and interpretation support from consulting engineers.Oversee laboratory, including sample analyses, quality standards, NSF standards, and SFSF program and certification.Manage survey support for underground and surface surveying needs, including mining activities as well as road work, construction work, and dredging in the canal/barge load out areas. Collaborate with and inform the Director of Natural Resources about all landowner related work, including road work and canal/barge load out work.Develops, manages and is accountable for a team of engineers their development to support Site needs. Will ensure collaboration and cooperation amongst team.Support Site in establishing standards for data collection and reporting, lead Site regarding value added use of IoT. Objective is broad availability of data in useful dashboard formats to efficiently manage and direct mine operations.Support department and Site budget process, collaborating with operations, finance, and maintenance groups to prepare annual budget presentations.Conduct periodic Structural Audits of infrastructure equipment and buildings. Document and maintain records of audits. Ensure corrective actions from audit findings are executed through the work order system based on the urgency timeline recommended in audit report.Establish a standardized process for Technical Review of equipment and process change, including an MOC process, drawing updates, EPL updates, etc.Maintain Engineering Library. Develop Document Control standards including revision process ensuring most updated drawings and specifications are readily known and available, including a process for checking drawings out of Library.Establish standardized process for managing a Backlog of Engineering Projects.Collaborate with and keep corporate engineering group informed about all projects engaged at Cote Blanche.Be an engineering resource for projects identified across Compass Minerals as prioritized by the Director of Engineering.
