Summary You will serve as a Manager in the Network and Digital Systems Division, Digital Engineering Department of NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION. Responsibilities You will serve as the Division Manager assuming all responsibility for the formulations, implementation, and management of essential policies, procedures, and operational schedules critical to the division's seamless operation. You will develop acquisition strategies, establish comprehensive long-range work plans spanning various timeframes, define budgetary requirements at the division level, and orchestrate long-term staffing initiatives. You will ensure successful achievement of goals and objectives aligned with the supervised program segments or functions, while consistently adhering to key performance indicators encompassing requirements, schedules, quality, cost, and risk. You will organize, guide, and provide technical directions to division personnel while effectively allocating resources for programs under the division's purview. You will provide administrative, operational, and business management support services for the effective and efficient execution of business and technical processes. You will develop and establish division operational, administrative, and management policy. You will conduct comprehensive analysis of division operational criteria, including technical competencies to ensure division health and compliance with command goals and mission objectives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating in-service engineering program requirements to provide technical direction and guidance on engineering systems development or modernization, develop plans, allocate and monitor financial resources, and conduct employee and performance management functions for a naval warfare program. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to GS-14 and GS-15. Additional vacancies may be filled by this announcement.
