How your work would contribute to our organization and the Twin Cities region: TheManager, Business System II, TCC Systemsposition is responsible for management and oversight of technology systems planning and development, including Transit Control Center Capital Improvement Plan and technology systems budget. They are the point of contact for agency regional ITS architecture and technology system planning. As well as providing oversight of staff, projects, systems, budget, and other department activities. NOTE: This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin. What you would do in this job TCC systems operations management and staff development: + Plans, coordinates, implements, and manages technical improvement and Intelligent Transportation Systems (ITS) projects for the Bus Operations Division. + Leads a team that provides operations and technical system, integration, planning, documentation, and application end user support for ITS and advanced transit technologies for the Bus Operations Division. + Manages performance of systems support team by setting clear expectations and accountability, developing work plans and goals, managing progress, removing barriers, coaching for desired results, and clearly communicating feedback to develop and retain staff to achieve work unit goals in alignment with agency, department, and team goals and work plans. + Represents the agency on relevant external committees, working groups, projects, etc. + Develops positive coaching relationships, maintains ongoing communication, and meets regularly with direct report staff to provide support and oversight for tasks, removes barriers to progress, and ensures accountability for program goals. + Partners with peer business units to coordinate work needs, assesses technical requirements, recommends solutions, and designs projects. + Coordinates with the Transit Control Center Manager as well as the Assistant Director, Administration to ensure the agency systems support the safe, reliable, and efficient bus transportation services to customers. TCC systems, data, and reporting support operations oversight: + System management: + Coordinates with business partners and Council Information Services to administer software systems and supporting infrastructure (database and network). + Manages implementation of upgrades and other enhancements to business systems. + Current systems include Transit Master CAD/AVL, Ubisense/ Bus Locater, Transit Signal Priority (TSP), iNet, TCIS, Mobile CIS, and others. + Data management: + Coordinates with business partners and IS to manage the flow of data between systems. + Manages customizations and enhancements; extract, analyze, and deliver data for routine and ad hoc purposes. + Report development and maintenance: + Defines reporting needs based on department priorities and stakeholder feedback. + Prioritizes work of staff to implement and maintain reports. + Collaborates to shape reporting platforms and standards. + Content management: + Oversees the management of department’s archival systems (AppX) consistent with Council policy, Enterprise Content Management (ECM) guidance, and best practices. TCC systems business solutions leadership: + In consultation with department leadership and Metro Transit Business Technology Group develop and implement technology strategic plans and roadmaps to support system management, data management, report development, and content management to meet department business needs. + Stays informed about the mass transit industry, Intelligent Transportation Systems and technology marketplace for solutions and opportunities that may benefit Bus Transportation’s goals and core functions. + Represents Bus Operations in agency technology governance and other technology coordination initiatives. + Manages vendor relationships for key department systems, including Transit Master CAD/AVL, Ubisense/ Bus Locater, Transit Signal Priority (TSP), iNet, TCIS, Mobile CIS, and any future systems acquired. + Leads procurement and governance processes for technology products and services. What education and experience are required for this job (minimum qualifications) Any of the following combinations of progressively responsible experience with data and technology management, project management or closely related experience and completed education in I nformation Technology, Business Analytics, Computer Science, Engineering or closely related field. Experience must include three (3) years of experience in a management, supervisory, or lead role which could include time as a trainer, mentor, project lead, or other role providing work direction to others. + High school diploma/GED with ten (10) years of experience. + Associate's degree with eight (8) years of experiences. + Bachelor’s degree or higher with six (6) years of experience. *Metropolitan Council Employees Only.
