Northrop Grumman Defense Systems is seeking a Manager 3 Contracts to lead our International and Offsets function under our Sector Contracts & Pricing organization. This position will support our sector’s increased focus on international business and provide advice and assistance to our divisions and business on international contracting matters. This position will report directly to the Sector Contracts & Pricing Director. This position is based in Linthicum, MD or McLean; or hybrid work will also be considered
Responsibilities
Collaborate and coordinate with Contracts, Business Development, Business Management, Program, Supply Chain, Legal, and other organizations on international contracting requirementsAdvise and assist divisions on international contractual issues, including offset and industrial participation requirements.Review and advise on international contractual documents, such as offset agreements, MOAs, MOUs, etc.Track and report on existing offset/industrial participation obligations and agreementsParticipate in and support cross-functional offset working groupsWork with the businesses, as needed, on reviewing and negotiating offset or industrial participation agreementsProvide and support training on international topics and issuesMaintain sector procedure on international contractingMaintain International Contracting SiteQualifications:
Basic Qualifications:
Bachelor’s Degree from an accredited institution with 10+ years of relevant experience or Master’s Degree with 8+ years of relevant experience in contract administration/management. We will also consider 14 years of relevant experience in lieu of a degree.Working knowledge of FAR/DFARSExcellent oral and written communication skills and the ability to interface with all levels of employees and managementExperience in international contracting (direct commercial sales, FMS)Ability to make decisions in a timely manner, offer guidance, and work cooperatively with a multitude of organizations ranging from technical, program, finance, supply chain, legal, export, and security.Preferred Qualifications:
Proven leadership skills, interpersonal skills, and ability to collaborate across functionsPrior experience in working with international contractsPrior experience in working with offset and industrial participation requirementsSalary Range: $147,500.00 - $231,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
