The Data Governance Manager is accountable for the day-to-day operations of the NAH Data Governance Program and the successful delivery of all responsibilities and projects assigned to the team. This role serves as the organization’s primary leader for implementing data governance policies and practices and responsible for aligning the organization’s data strategy to NAH’s Vision and Goals. This leader will report to the Director of Business Intelligence and will have strategic alignment with the Chief Compliance, Security, and Privacy Officer and the Chief Information Officer regarding the implementation of services. The Data Governance Manager will lead a team specialized with the practice of evolving this discipline, setting goals for team members, partnering with team members in their own career development and conducting regular performance coaching. The ability to process at both the strategic and tactical levels, thinking abstractly and being able to effectively communicate with both clinical/business stakeholders will have a direct impact on the effectiveness and efficiency of this role.

Responsibilities

Leadership
* Manage a team of data governance analysts around the best practices for the organization, involving analytics, reporting, data integrity and clinical/business problem solving.

* Lead and advance across the enterprise, data governance principles, policies, and programs for stewardship, advocacy and custodianship of data

* Lead solution design and execution of multi-pronged data governance efforts that span across platforms and business/technology areas to address enterprise data governance

* Perform oversight and inspection of critical data management practices for adherence to established data policies and control frameworks

* Enterprise-level program management experience, with partners across a diverse, global set of business units

* Provide thought leadership in the development and implementation of new processes required to handle and utilize data at the enterprise level

* Provide strategic direction and management of the planning, development, and implementation of various projects and initiatives in support of the Data Governance Program

* Create and manage a central process to capture, prioritize and administer data standards, roles and responsibilities, coordination, and decision rights, related to processes and tools as well as success measurement

* Initiate and direct activities towards preferred methods and healthcare best practices on data governance and management


Technical Strategy
* Subject matter expert to lead the development and rollout of the future-state Data Governance Program

* Develop and maintain policies, standards and technology in support of enterprise data governance

* Participate and lead sessions with conceptualizing, designing, and deploying data governance

* Creation and socialization of the Data Governance Program plans including the governance charter, councils, and operating model, stewardship roles, and responsibilities

* Define best practices and ownership of the enterprise taxonomy and ontology and develop rules for usage

* Define and execute tactical initiatives such as identifying data owner and steward appointments, defining levels and hierarchy for business domain concepts, data and technical assets, business rules, and data transformation processes

* Development of different policies and standards, and processes and procedures to ensure the continuous improvement of managing data assets

* Ability to interpret regulations and translate them into tactical considerations for healthcare operations

* Identify, promote, and lead implementation of the Data Governance Programs and its initiatives

Communication
* Demonstrate excellent communication and interpersonal skills while managing a diverse set of executive, business and clinical stakeholder's interests—translating business desires for functionality into technical plans, and technical constraints into business realities.

* Serve as an enterprise resource for education surrounding data management, analytics and key quality and regulatory requirements.

* Govern the day-to-day fulfillment of data/report requests, including the management of escalations relating to data integrity and request fulfillment

* Facilitate sessions with technical and business partners to ensure that our data products and services align with expected results.


Change Management
* Champion the adoption and use and best practices of governance toolset

* Create and provide education and awareness across the organization (data literacy programs) about data governance (ex. documentation, best practices, guidelines, user groups / communities)

* Possess and promulgate a strong working knowledge of current and upcoming data governance, data management and data product techniques and trends, with a point of view on the evolving concepts and standard methodologies


Compliance/Safety
* Responsible for reporting any safety-related incident in a timely fashion through the Safety Event tool, attends all safety-related training programs, performs work in a safe manner, monitors work environment for possible safety issues and ensures others are also performing work in a safe manner.

* Stays current and complies with state and federal regulations/statutes and company policies that impact the employee’s areas of responsibility

* If required for the position, ensures all certifications and/or licenses are up-to-date and valid prior to expiration dates.

* Completes all company mandatory modules and required job-specific training in the specified time frame.

Qualifications

Education
High School Diploma and 7 Years of experience
Or
Bachelor's degree in a related field and 2 years of experience
Master’s degree - preferred

 


Experience
3 years of experience in data systems processes, data warehousing, or an equivalent combination of education and/or experience - Required
Demonstrated ability to manage escalations and drive successful outcomes, with a mastery of data governance methods and concepts – Required
Proficiency with data governance principles and techniques - Required
Demonstrated experience with leading cross-functional teams in delivering data-centric products and projects, including working with external vendors and representing the best interests of NAH.
Familiarity with Agile development, Software Development Life Cycles (SDLC), Product Development Life Cycles (PDLC), and waterfall implementation methodologies - Required
