Position Description
Staff position responsible for the coordination and preparation of rate and tariff filings with the FERC for Tennessee Gas Pipeline Company, LLC (TGP). Based on experience level, job responsibilities include the following:
• Monitor, analyze and make recommendations regarding the need to file or revise rates and tariffs taking into account the Company's business strategy as well as FERC and/or contractual requirements.
• Prepare cost of service, cost allocation and rate design studies in support of the Company’s rate and tariff filings with the FERC.
• Provide rate and regulatory advice in support of the Company’s day to day operations and its strategic initiatives.
• Develop rate structures for new services and for pipeline expansion projects.
• Maintain internal models, systems and information required for Section 4 or 5 rate case filings.
• Assist in the preparation of quarterly reports tracking TGP’s financial performance, shipper contracts and volume information.
• Monitor TGP’s profitability using actual and budget information.
• Maintain and update tariff rates as needed.
• Communicate rate administration policy with internal departments and ensure compliance with the policies.
• Manage and maintain positive relationships with internal and external customers.
• Represent the company in regulatory hearings, FERC audits, as well as in negotiations with Commission Staff and customers.
• Job level will commensurate with experience
Position Requirements
Minimum Requirements:
• Bachelor’s degree in Finance, Accounting, Engineering, or similar quantitative discipline.
• Minimum 5 years direct work experience with cost of service and rate design in a natural gas or electric utility industry environment. Less experienced candidates with a graduate business degree may be considered.
• Strong analytical skills and logical thought processes, with the ability to identify and resolve complex and sensitive regulatory (rate/tariff) issues/problems.
• Strong financial modeling skills using Excel.
• Proficient in the use of business systems (Excel, PowerPoint, Word, Outlook, Lawson or other general ledger systems).
• Proven communication and presentation skills, oral and written, with the ability to communicate with a variety of individuals and personalities both internal and outside the organization.
• Ability to work in a team environment, follow directions from supervisor(s) and lead personnel as required, focus attention on details, follow work rules and adhere to work schedule.
• Ability to organize and prioritize work and handle multiple tasks.
• Ability to perform duties with little direct supervision.
Preferred education, experience, certifications, competencies, skills, and abilities:
• Graduate business degree (MBA, MS Finance or MS Accounting).
• CPA, CFA or equivalent.
• Prior experience with US GAAP and FERC financial reporting.
• Knowledge of FERC regulations and requirements for rate case and certificate filings, including knowledge and understanding of all required statements used in Section 4 or 5 rate case filings.
• Knowledge of pipeline tariffs and services.
