**Job Description** **US CITIZENSHIP REQUIRED** \#LI-SW1 The Finance Strategic Capabilities Unit delivers the expertise and business acumen to increase value across the enterprise by providing actionable information with recommendations and opportunities to drive sustainable business growth. **What You ll Do:** + Manage the Cost Estimating & Pricing, as well as Independent Cost Evaluation (ICE) functions for the Tactical Solutions Strategic Business Unit (SBU), including functional management of personnel assigned to the group, and reporting to the SBU Finance Director. + Guide proposal pricing development by providing financial acumen and ensuring adherence to the RFP requirements, the Company s Estimating System Description (ESD) and the Federal Acquisition Regulations (FAR). + Manage the business aspects of a portfolio of proposals, pricing activities or other functions that are worked by Cost Estimating and Pricing Analysts who may be dispersed and co-located with their customers. + Serve as business/financial advisor on proposal pricing strategies and lead streamlined SBU proposal and estimating & pricing best practices. + Collaborate with the enterprise cost analysis and historical data team on developing and utilizing parametric and other cost modeling tools. + Understand business and proposal requirements and coordinate with the Cost Estimating & Pricing staff, proposal teams and New Business functions to provide consistent processes and procedures across the organization. + Oversee proposal/pricing lessons learned documentation, assessment, and implementation of corrective action/improvements. + Work with cross-functional teams, project/proposal managers and subcontract managers to negotiate and manage scope, costs, schedules, and other financial/technical estimates. + Support engagement with industry cost groups to ensure consistency of data and the flow of information into cost models and historical databases outside of BAE Systems, Inc. + Lead the development and maintenance of historical data, cost modeling and pricing metricsEstablish consistent and effective practices around Cost Volume and Basis of Estimate (BOE) development. + Establish consistent and effective practices for Independent Cost Evaluations, Monte Carlo analysis and risk & opportunity assessments. Lead proposal risk assessments and proposal review presentations to upper management for proposals and Rough Orders of Magnitude (ROMs). + SBU Point of Contact for DCAA, DCMA and other audit agencies for Cost Estimating & Pricing activities. + Ensure consistent and adequate training is conducted for individuals supporting proposal/ICE development and fostering a collaborative learning environment. + Support and assist in proposal development in both unclassified and classified environments. + Support analysis of existing tools and development of new tools to improve proposal cost estimating and pricing functionality and efficiency. + Ensure that policies, procedures and other operations are compliant with regulatory requirements and conducted in accordance with BAE Systems, Inc. best practices. + Support the implementation of new or existing BAE Systems, Inc. policies and procedures and support SBU-level requests and special projects. + Resolve business problems with management or customer representatives. + Ensure that performance reviews are performed for all assigned personnel. + Maintain a regular and predictable work schedule. + Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment. + Perform other duties as necessary. **On-Site Work Environment:** This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required. **Working Conditions:** + Work is performed in an office environment, laboratory, cleanroom, or production floor. **Required Education, Experience, & Skills** + BS/BA in related field plus 12 years or more years of related experience. + Each higher-level degree, i.e., Master s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education. + 5 or more years of aerospace/government experience. + Program and Proposal experience including cost and schedule planning, budgeting, control, analysis, reporting. + Proficiency with Microsoft (MS) Excel, Power Point, SharePoint, MS Project, Costpoint, BART, EDW. + Knowledge of the Federal Acquisition Regulation (FAR) part 15.4. + Excellent communication and presentation skills. + Previous leadership and supervision of personnel. A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access. **Pay Information** Full-Time Salary Range: $128100.000 - $217800.000 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
