Duties Description The Manager Information Services, NS-M4, will work in the Resilience section of OREP and will report to the Chief of Resilience. This role will engage and oversee billions of dollars in utility portfolios that are ever evolving. The Manager Information Services will lead the review and analysis of utility IT operation and maintenance programs along with relevant capital expenditures in rate cases. Analysis will focus on the need, timing, degree of fit of the proposed projects, timelines required to produce benefits, and reasonableness of cost estimates. Additional specific duties include, but are not limited to:• Leading staff in review, analysis, and document preparation related to IT programs and projects in utility rate cases. This includes coordinating with other Department Offices, briefing management, and completing the following tasks during utility rate case proceedings:o Evaluating the utility company’s planning and cost estimating techniques and policies for evolving and expanding IT portfolios.o Reviewing and analyzing rate case documents; participating in interviews with utility company personnel; attending meetings, site visits, and technical conferences that are related to the IT proposals; and testifying before an Administrative Law Judge as an expert witness on behalf of the Department.o Leading the development of staff-written documents and files addressing IT topics. Such written documents include, but are not limited to formal information requests, testimony and exhibits, joint proposals, and legal statements.• Participating in more complex and/or high-profile cases related to utility IT projects or programs as necessary. This involves researching current industry best practices, developing policy decisions as needed, coordinating with other Department Offices on such cases, and providing formal written recommendations for leadership consideration and action.• Establishing and maintaining contact with utilities, as needed, regarding IT issues and areas of concern, and reviewing IT project status reports, benefit delivery, risk mitigation, progress made on cost reduction, ongoing and future IT investment needs, and IT project timing.• Developing, when needed, metrics and mechanisms for the utility implementation of IT projects and programs such as Key Performance Indicators, earning adjustment mechanisms, and positive or negative revenue adjustment mechanisms. • Supervising, developing, and providing training and guidance to subordinate staff in the conduct of their duties.
Minimum Qualifications Bachelor’s degree and seven years of professional experience* in information and/or operations technology (IT/OT) within one or more of the following: data privacy and security, IT/OT policy, and industrial controls software solutions; providing written evaluations, recommendations, and/or implementation plans regarding information and operation technology projects, including best practices; specifying, reviewing, or implementing IT/OT programs, and standards; or understanding of implementing strategies to meet state, federal, and international legal requirements related to information and operation technology, privacy, and associated security protocols. Candidates must possess exceptional communication skills, with the ability to articulate complex technical concepts to diverse audiences with the ability to manage multiple complex projects, often with challenging timelines. Ideal candidates should have experience and comfortability with disrupting the technological status quo through the incorporation of innovative technologies into legacy IT/OT landscapes that are challenged by scheduling and budgetary pressures, resource scarcity, prioritization shifts, etc. Experience working for or with utilities and other regulated companies in the energy industry on data systems, information technology initiatives, and operational technologies is strongly preferred. A keen understanding of the scope, costs, risks, and benefits (of various types) associated with data-supported decision-making and the infrastructure required to enable these decisions is highly desirable. *Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
