Job Summary:
This position plans, coordinates, and directs all aspects of UGI's pole attachment/joint use program. This includes developing and improving the attachment process and ensuring compliance with Company policy and specifications, and local, state and federal laws and regulations. This position is responsible for supporting metering, meter services and customer-related business activities and implementing change management and improvements of SAP-related processes in Electric Operations
Duties and Responsibilities:
Plans, organizes, directs, and manages the pole attachment program. This role serves as a subject matter expert on joint use and pole attachment policies and works with other SMEs to develops and implement specifications, standards and procedures relative to joint use engineering and the overall joint use/pole attachment and make-ready process. Administers the UGI Electric Pole Attachment Portal and the National Joint Utilities Notification System (NJUNS). Coordinates with the Distribution Department to ensure timely completion of pole attachment make-ready construction projects. Develops metrics and reports to ensure all work is accomplished efficiently and cost effectively. Reviews, analyzes, and provide recommendations to senior management for the program. Ensures that all active projects are tracked and forecasted per accounting requirements. Works with UGI legal to negotiate and prepare joint use agreements. Manage and administer all joint use, common use and pole attachment agreements and resolve disputes as they arise. Maintain up to date list of 3rd party attacher contacts for billing, agreements and joint use process related issues. Review prospective legislation and regulations and work with internal stakeholders and appropriate industry groups to prepare and submit comments. Work with internal departments to prepare annual joint use billing calculation, and related attachment counts. Conduct joint use audits as provided for in various agreements and ensure attachments are properly tracked in UGI systems. Manage the Metering Department Annual Periodic Replacement Program and develop an annual schedule to ensure all legal meter changeouts and related PUC compliance requirements are met as outlined in PA Chapter 57 regulations. This includes generating and managing the single-phase meter sample testing list, coordinating the testing or replacement of poly-phase meters, and overseeing the generation and dispatching of SAP work orders. Maintain the PrimeRead ES database and Excel Workbooks for Group 1 (load profile) and Group 3 (interval) customer accounts. Update SAP metering data in meter inventory and on customer installations. Produce reports using SAP tables, queries and business object reports to support the Metering department and Electric Operations and assist with Metering department special projects. Knowledge, Skills and Abilities:
This position requires a detail-oriented individual with a strong understanding of contract management and compliance, excellent organizational and written and oral communicational skills, and the ability to establish and maintain cooperative and effective working relationships with internal and external stakeholders. Monitors federal, state and other regulatory rulings, assess impacts and provide methodologies of compliance. Knowledge of concepts of electric distribution design and facility placement. Knowledge of equipment and construction techniques common to utility construction. Skill in negotiation of contracts and agreements. Evaluate and monitor all Joint Use policy and Procedures especially make-ready and licensing activity for compliance with PUC directives. Knowledge of fiscal planning and monitoring procedures, budget preparation, and auditing.
Education and Experience Required:
Bachelor’s degree in business, engineering, law or related field is preferred. Five (5) years of utility operating experience, joint use, and/or pole attachment management is preferred. Experience in contract management is a plus. Electric meter/SAP experience a plus Driver’s License Basic knowledge of National Electric Safety Code (NESC)
