The Tax Collector's Department is actively seeking a Manager of Compliance and Audit.

The Manager of Compliance and Audit reports to the Chief Financial Officer and is responsible for ensuring the integrity and efficiency of Tax Collector operations through effective compliance and audit functions. This role oversees internal and external audits, develops and maintains compliance frameworks, and provides leadership to ensure adherence to all applicable regulations.
Examples of Work
Internal Audits:
+ Plan, execute, and report on internal audits across the Tax Collector organization.
+ Identify and evaluate internal controls, assess risks, and recommend improvements for operational efficiency and effectiveness.
External Audits:
+ Conduct audits of external parties remitting taxes to the Tax Collector, including utility providers (public service tax remittance).
+ Coordinate and assist with audits conducted by external entities such as the Council Auditor's Office and the City of Jacksonville external audit.
Compliance Management:
+ Develop, implement, and monitor compliance policies and procedures to ensure adherence to all applicable laws, regulations, and internal controls.
+ Act as the Tax Collector Ethics Officer, coordinating with the City of Jacksonville Ethics Director.
+ Oversee the management of gifts received at Tax Collector locations.
+ Monitor customer service and information provided through the call center for compliance with policies and procedures.
+ Assist in fulfilling and tracking public records requests.
Investigations:
+ Conduct thorough investigations into employee or customer complaints regarding fraudulent or improper handling of transactions.
Support for CFO:
+ Assist the Chief Financial Officer with various financial functions as needed.
+ Oversee quarterly cash counts at branch locations.
Open Requirements/Supplemental Information
Education:
+ Bachelor's degree in Accounting, Finance, Business Administration, or a related field from an accredited institution - required.
Experience:
+ Five (5) years combination of education, training, and experience in finance or accounting.
+ With one (1) year of experience in a management role - required.
Preferred Qualifications:
+ Governmental accounting experience.
