Job Summary:
The Manager of Engineering is responsible for the overall engineering services and project delivery performed for the Delaware water utility operating companies, primarily focused on utility system development, improvements, design and construction support, and program management as needed and directed by the Director of Engineering. Manages and oversees a team of engineering staff and consultants for the water improvement projects. This involves overall capital planning, budgeting, engineering, permitting and construction for the various companies. Directly supervises Department Engineers, Technicians and Inspectors.
Work Performed:
Using engineering and management skills, experience and judgment, plans, schedules and performs necessary engineering and management work to oversee, successfully complete and deliver the Department’s capital program, projects and technical services. In addition to managing and overseeing the department, is responsible for performing engineering services on assigned projects. The work includes the following areas:
Planning
+ Provides assistance and support for the development and approvals for the Company's utility plant betterment programs.
+ Preparation, and/or review, of periodic analyses, studies and deliverable reports as needed.
+ Work with external stakeholders to be conceptualize, develop and provide input to the overall planning and coordination of the Company’s overall capital plan. Facilitate opportunities for working with other entities (State, County, Municipalities, other Utilities) in optimizing these plans.
Design
+ Oversees review of service area growth and demands for impact to the Company's ability to provide service.
+ Provides engineering design and/or review of work including the input and development of construction standards.
+ Oversees, helps develop, reviews and recommends for approvals system design and improvements.
+ Responsible for the development, publication, bidding and contract administration support of construction contracts.
+ Signs and seals specifications, drawings and other related documents as a Licensed Professional Engineer for responsible projects.
+ Responsible for resolving inquiries upon escalation as needed.
Construction
+ Overseeing and providing direction for the Company’s ongoing construction program for projects managed by the Engineering Department.
Project Completion
+ Assuring that the Company’s requirements for project and contract close outs are completed as needed.
Program and Project Management
+ Provides technical support and interpretations of specifications, drawings and contract documents for Company designed work.
+ Supports and oversees consulting engineering contractor construction work as required, including Master Service Agreements, Requests for proposals/bids, and award process.
+ Oversees the development and implementation of the capital program including project schedules and budgets.
Supervisory and Department Management
+ Supervising, coordinating and supporting Engineering Department Staff in the completion of department goals and objectives
+ Participates and provides input employee development, performance management and evaluations, and management functions.
+ Ensuring accuracy and validity of methods used and work performed by staff Answer questions and resolve issues brought forth by the engineering team members
+ Spearhead various initiatives to identify and improve processes with development of new processes or tools
+ Supports overall assignments, and schedules, and controls for department workload with the Director
+ Provides backup for Director when needed.
Technology
+ Utilizes appropriate software for the efficient and effective implementation of work and systems. This includes Word, Excel, GIS, MS Project, Oracle WAM.
+ Utilizes GIS software for project research, record keeping, and data management.
+ Provides technical support and can serve as OWAM capable user for capital work, work order, and other OWAM applications to users throughout MSEX enterprise.
Miscellaneous
+ Responsible to continually manage performance of the Department for the successful achievement of Department and staff goals and milestones.
+ Provide back-up for department personnel as needed
+ Prepare and deliver various engineering-related presentations and studies, both internally and externally
+ Using logic, and sound reasoning identify the strengths and issues with alternatives, developing pragmatic and sound conclusions for solutions to problems.
+ Provides support for the Company’s emergency operations plan including performing damage assessments as required in the plan.
+ Represents the Company at industry-relevant and Company committees, peer groups, organizations and associations.
+ Effective communication with company personnel, consultants, contractors and customers
+ Supports the development and preparation of DSIC and Rate Case support documentation and submits materials for review.
+ Performs other duties as may be required by Department needs.
Essential Functions:
+ Capability to manage multiple projects simultaneously and/or issues towards successful completion of projects.
+ Leadership to develop and direct subordinates, peers, and small cross functional work groups
+ Effective communication with customers, staff, peers, and superiors.
+ Technical abilities for engineering analysis and support.
+ Physical capability for light lifting.
+ Ability to climb and access construction work sites (construction excavations, concrete vaults, scaffolding).
+ Project and program management of department work, resources, and support personnel.
Qualifications:
+ Bachelor’s Degree in Engineering from an accredited college.
+ Eight (8) years of progressively increasing responsible experience in the area of design, construction estimating, contracting, inspection and administration including drinking water work.
+ A valid Professional Engineer's license in the regions assigned.
+ A valid driver’s license.
+ Four (4) years supervisory experience of engineers, technicians and support staff.
+ Ability to read, write, speak, understand and communicate in English at a high level of proficiency.
+ A high level of proficiency in the use of computers and computer software, such as spreadsheets, relational database programs and CAD, Geographic Information Systems technology (MS Office, ArcGIS, MSProject, Enterprise information systems).
+ A high level of proficiency in problem solving and innovative pragmatic solutions for routine and non-routine, simple and complex operational, administrative, and engineering problems.
Physical Requirements:
+ This position requires constant operation of a computer and other office equipment such as printers, copiers, calculators.
+ Must have the ability to visually inspect and review hard copy and online documents.
+ Must be able to communicate, detect, converse with, discern, convey, express oneself, discuss and exchange information.
+ Use written, verbal and audio communication and information sources.
+ Must be able to occasionally move about inside the office and use stairs to access file cabinets, office machinery, etc.
+ Must be able to remain in a stationary position 50 % of the time.
