Description of Duties + Provides leadership and direct support in overseeing the daily operations of the assigned area, acts on behalf of Director or Associate Director. + Supervises and directs the activities of employees in assigned areas. + Reviews, develops, proposes and implements student and Third-Party billing procedures, including an annual sequence of billing communications and billing statements. + Plans, manages, and evaluates unit activities and support systems and implements changes in collaboration with Business Analysts, developers and external agencies as needed to improve and maintain the effectiveness of assigned areas. + Updates the Perkins Student Loan Repayment and Cash Management of Federal Projects (Title IV) policies and procedures manual based on program updates and oversees the associated functions. + Coordinates accounting work procedures and operations in the department to achieve efficiency. + Creates, reviews, processes and approves various accounting records and reports within applications used for third-party billing, collections and loan management. + Provides accounting and financial support and services to various university departments and internal and external users regarding student charges. + Plans and sets objectives and goals for the assigned areas. + Makes recommendations for enhancing departmental operations, including the establishment and implementation of short and long-term goals. + Works collaboratively with staff in the Financial Services area, Financial Aid Office, Planning and Analysis, Grants Office and Student Success Center and academic advisors to improve the student experience and the timely processing of all applicable transactions. + Prepares and analyzes statements, reports, estimates, and/or projects as requested and develops procedures for collecting and reporting financial, accounting, and statistical data. + Works with external collection agencies to ensure follow-up on delinquent student accounts as well as manages all internal delinquent student debt. + Ensures integrity of UTRGV’s billing code system, tuition amounts, and fee assessments for special programs as needed. Manages and maintains the Loans Account Receivables for the Restricted Fund – Non-Grant module within the Finance Information System and the Campus Receivables Collector System. + Serves as a representative for Student Accounting Services Office to the Finance and Student Functional Committees. + Responsible for all reporting related to assigned campus based federal programs. + Responsible for preparing the reconciliation of Title IV funds in accordance with federal regulations to ensure adherence to appropriate controls and that the risk of material misstatement is mitigated and serves as the office expert and primary resource for all Cash Management of Title IV functions in a timely manner. + Responsible for processing the federal drawdowns or reimbursement from the U.S. Department of Education for the federal projects of the assigned unit. + Executes special tasks and projects assigned by the Associate Director or Director. + Handles all administrator concerns, complaints, and issues related to functions and services of the assigned areas. Interprets and ensures assigned unit complies with federal, state, and local policies, including internal UTRGV policies and procedures. + Performs other duties as assigned. Required Education Bachelor’s degree in Accounting, Business Administration, or related field from an accredited university. Preferred Education None. Licenses/Certifications None. Required Experience Three (3) years of work experience in accounting or related field performing job duties related to the ones specified in the position description. Preferred Experience None. Equipment Use of standard office equipment. Working Conditions Needs to be able to successfully perform all required duties. Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Office Environment; some travel and weekend work is required. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley. Work is performed primarily in a general office environment.
